Request for Information (RFI) – 29 Jan 2021 Questionnaire Contractor Information Form
G-2X Dept of Army Counterintelligence Operations Portal (ACOP), Counterintelligence Threat Management (CITM), and NATO Counterintelligence Reporting Portal (NCIRP)
Use this form to provide contractor’s general information. The box at the bottom of the form may be used to clarify any requested information. Please respond to all questions as completely as possible. Tailor capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

Section 2. ACQUISITION INTEREST:
1. Can your company propose with the current information provided?
2. If your company could not propose; what additional information would your company need?
3. Does the PWS provide a logical sequence if not please advise to what needs to be added or removed?
4. Does the PWS present any sustainment of legacy technology that would prevent you from leveraging modern techniques or technology for new capabilities?
5. Does the PWS, as written, heavily steer you towards any specific materiel solution rather than enabling broad options?
6. What is a realistic timeframe to staff a team to CONUS/OCONUS location outlined in Technical Exhibit #4 of PWS?
7. What areas if anything in the PWS would you recommend that the Government consolidate, eliminate, or improve?
8. What contract type (e.g. FFP, T&M, CPFF, etc.) would you recommend for successful performance of this requirement and why?
9. Does the Contractor have any recommendations regarding Government wide Acquisition Contracts (GWACs) or General Services Administration (GSA) Schedules that could accommodate the scope of the attached draft PWS?
10. Has your company done similar work within the past five years, if so where and what is the contract number?
11. Would Contractor be able to submit a proposal to the Government with the information provided if an official solicitation were released? If not, what information would your company need the Government provide with this PWS?
12. If your company could not propose as written; what additional information would be required?
13. Does the PWS provide a logical sequence if not please advise to what needs to be added, edited, improved, or removed?
14. Does the PWS provide a logical sequence? If not, please advise.
15. What is a realistic timeframe to fully staff a team to CONUS/OCONUS location outlined in Technical Exhibit #4 of PWS?
16. What areas if anything in the PWS would you recommend that the Government consolidate, eliminate, or improve?
17. Does your company anticipate any partnering agreement(s)?
18. Does your company have experience in developing and sustaining software for the intelligence community?
19. Articulate your company’s experience in managing an Information Technology/Information task orders?
20. Articulate your company’s experience in performing DevSecOps?
21. Articulate your company’s experience in machine learning/artificial intelligence development?
22. Articulate your company’s experience in software engineering and operationalization of for Machine Learning or Artificial Intelligence beyond simple toy problems.
23. Articulate your company’s experience with the Amazon Web Services, Azure Hyperscale Cloud?
24. Articulate your company’s experience with containerization and cloud deployments.
25. Articulate your company’s experience with the Risk Management Framework (RMF) process?
26. Articulate how your company develops and implements a delivery/release schedule?
27. Is your company capable of meeting minimum qualifications for key personnel?
28. Is your company capable of meeting the minimum qualifications for all positions?
29. Is your company capable of having all personnel on contract in the National Capitol Region?
30. What is your plan to retain high performing software engineers, program manager, system administrator, and the other labor categories listed in the PWS for the duration of the contract?
31. Does the contractor suggest including any additional labor categories (including qualifications and clearance levels) to complete the Tasks as outlined in the PWS Section 5.0?
32. How does your company mitigate turnover?
33. What quality assurance standards/methods do you recommend to best manage and surveille the services to be provided through this procurement?
34. How do you recommend success or failure indicators for performance in the execution of this contract be measured and assessed?
35. Articulate how your company’s software development and testing environment?
36. Does the Contractor demonstrate the ability to host “Subject Matter Expert Days” to include details from the Technical Research Projects for aiding in discussions with Government analysts?
37. Are there any additional services you would recommend including in the attached DRAFT PWS given the scope provided?

1. Our firm holds does not hold an active Top Secret Facility Clearance with Sensitive Compartmentalized Eligibility.
