Interested vendors must submit written affirmative responses demonstrating comprehensive capability to meet the requirements, including detailed technical information sufficient for Government analysis to establish bona fide capability. Responses must be received by 11:00 A.M. Eastern Time on May 1, 2026, submitted via email to Kirstin Bryant (Contract Specialist) at Kirstin.bryant@noaa.gov and Nicole Lawson (Contracting Officer) at nicole.lawson@noaa.gov. The Government reserves the right to proceed with sole-source negotiations or open the requirement to competition based on responses received.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C.
253(c)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements as implemented by Revolutionary Federal Acquisition Regulation
Overhaul 12.102. The Government intends to negotiate a contract with Phase One for the National
Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), National
Geodetic Survey (NGS) who has a requirement for purchasing Phase One aerial camera systems and associated software, and warranty.
The National Oceanic and Atmospheric Administration (NOAA) is mandated with maintaining accurate nautical charts to ensure safe navigation of the Nation’s waterways. NOAA’s National Ocean
Service (NOS) National Geodetic Survey (NGS) is responsible for acquiring high resolution aerial imagery to support the Coastal Mapping Program, which is the essential foundation of modern nautical navigation and safe maritime commerce. To ensure continuity of daily coastal mapping operations and maintain the integrity of established emergency response capabilities, NGS must continue using current software workflows while integrating fully compatible next-generation cameras. Phase One cameras are the only cameras capable of interfacing with the current configuration. NGS requires the following fully compatible cameras for upgrade:
• Phase One PAS 880 1st Generation Multi-Spectral Aerial Camera Systems
• Phase One PAS 880 2nd Generation Multi-Spectral Aerial Camera Systems
• Phase One RGB iXM-RS150F Cameras- Quantity of four
• Mission Planning and Flight Management Software
• Platinum hardware and software maintenance and licensing
The anticipated North American Industry Classification System (NAICS) code for this requirement is
333310, Commercial and Service Industry Machinery Manufacturing, and the business size standard for this NAICS code is 1,000 employees.
Responses to this notice must be provided within 10 calendar days from the date of this notice.
Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the
Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than
11:00 A.M. Eastern Time, May 1, 2026. The responses must be submitted via e-mail to Kirstin
