About this file
This is a Notice of Intent to Negotiate a Sole-Source Contract for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), National Geodetic Survey (NGS). NOAA intends to award a contract to RIEGL USA for two terrestrial lidar scanning systems with associated software, training, and warranty. The requirement is based on the sole-source justification that only RIEGL systems can meet NGS's specialized needs for survey-grade 3D data collection at long-range distances of 2 kilometers or more from remote terrestrial locations while maintaining high accuracy and point density. The specified equipment includes the RIEGL VZ-600i 3D Terrestrial Laser Scanner and the RIEGL VZ-2000i Long Range, Very High-Speed 3D Laser Scanner, which are uniquely suited for emergency response, damage assessment, and geodetic applications with poor visibility conditions across the nation. Standard terrestrial laser scanners optimized for building, industrial, or mining applications cannot meet these distance and accuracy requirements.
Competitors who believe they can meet this requirement must submit written affirmative responses demonstrating comprehensive understanding and capability by 11:00 A.M. Eastern Time on April 15, 2026, which is seven calendar days from the notice date. Responses must include a detailed technical narrative statement with information sufficient to establish bona fide capability to meet the requirement and should be submitted via email to Kirstin Bryant, Contract Specialist, at Kirstin.bryant@noaa.gov and Nicole Lawson, Contracting Officer, at nicole.lawson@noaa.gov. The anticipated NAICS code is 333310 (Commercial and Service Industry Machinery Manufacturing) with a business size standard of 1,000 employees. The Government retains sole discretion to proceed with the sole-source award or open the requirement to competition based on responses received.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C.
253(c)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements as implemented by Revolutionary Federal Acquisition Regulation Overhaul 12.102. The Government intends to negotiate a contract with RIEGL USA for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), National Geodetic Survey (NGS) who has a requirement for purchasing RIEGL terrestrial lidar scanners and associated software, training, and warranty.
NOAA is congressionally mandated to survey the national shoreline. NGS requires two terrestrial laser scanning systems capable of collecting survey-grade 3D data at long range (≥ 2 km) from limited and potentially remote terrestrial vantage points, while maintaining high accuracy and sufficient point density to support emergency response, damage assessment, and geodetic applications nationwide.
Terrestrial laser scanners that are generally optimized for building, industrial, or mining applications are unable to meet the requirement to collect high-precision terrestrial LiDAR data at stand-off distances on the order of 2 km or more, especially in scenarios where closer occupation of the structure or shoreline is not feasible and environmental conditions vary greatly. The following RIEGL scanning systems are uniquely suited for these distance and accuracy requirements in environments with poor visibility:
• RIEGL VZ-600i 3D Terrestrial Laser Scanner
• RIEGL VZ-2000i Long Range, Very High-Speed 3D Laser Scanner
The anticipated North American Industry Classification System (NAICS) code for this requirement is 333310, Commercial and Service Industry Machinery Manufacturing, and the business size standard for this NAICS code is 1,000 employees.
Responses to this notice must be provided within seven calendar days from the date of this notice.
Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 11:00 A.M. Eastern Time, April 15, 2026. The responses must be submitted via e-mail to Kirstin Bryant, Contract Specialist, at Kirstin.bryant@noaa.gov and Nicole Lawson, Contracting Officer, at nicole.lawson@noaa.gov.
