About this file
The document is a pre-bid question and answer session related to a Good Neighbor Authority hazardous fuels reduction project on the Colville National Forest, titled "Silver 2.0 HFR (#7033)". The project is being managed by the Department of Natural Resources (DNR) Forest Resiliency Federal Lands Section. The pre-bid conference was attended by DNR staff and potential bidders, where questions were addressed regarding access to units, timing restrictions, slope limitations, and previously completed work in certain units. The contract will be awarded weather-permitting, with the potential for an earlier start date if conditions allow. Bidders were informed that a proposal letter outlining their approach was not necessary, but information on their experience would be valuable in the evaluation.
Regarding pricing, the document indicates that all work, including steeper areas, is lumped into the bid, with a 40% slope cutoff. There is an existing "Equipment Travel Area" from a previous contract that the successful bidder can use to access the units, but this area is not included in the 30-acre bid. The project is funded through the Good Neighbor Authority and is located in Washington state, specifically in the jurisdictions of Stevenson City, Lake Stevens City, and Stevens County.

Silver 2.0 (#7033)
Pre-Proposal Conference
Date: 10/3/2024 Time: 9:00am Attendees: FLS – Nichole Guglielmino, Deakon Lamb, Catherine Bricker, Monika Sowinska, Potential Bidders – Max Glasgow, Tanner Johnson
◘ 09:00 – Introductions of Fed Lands Section (FLS) staff & Potential Bidders
◘ 09:05 – Overview of contract Nichole Guglielmino
◘ 09:10 – Q&A – (Nichole Guglielmino providing answers)
Q. Johnson: Are any units behind locked gates? Can we drive to the units?
A. No, there aren’t any locked gate. All units are accessible off open roads.
Q. Johnson: When contract awarded, how soon can we start
A. It is weather dependent. The contract states that there is a timing restriction through May 31, but if conditions allow, DNR can approve an earlier start date.
Q. Johnson: Can we start this fall?
A. Johnson: The start date on the schedule in the IFB was an estimate. If conditions allow, there is potential to start this year if dry. However, once the contract is awarded, getting paperwork finalized could take some time and the timing of the final steps in Olympia is out of our hands, locally.
Q. Glasgow: Is too steep left out and off bid?
A. All lumped into bid. Patchy steepness is lumped into steeper for shorter. There is a 40% slope cutoff.
Q. Johnson: What’s going on with unit 13, Equipment travel area?

A. Contractor partially completed the unit from a previous contract. Equipment travel area is an area that has already been piled and can be used to get to parts of units that still need piled, flagged in red. DNR may need to be more available to contractor during operations in unit 13 to clarify anything on the ground. We will also be providing an Avenza map to the successful bidder that should be helpful.
Q. Johnson: Equipment travel area is not included in bid?
A. No, not included. The 30 acres for Unit 13 does not include the Equipment Travel Area. You can move equipment through the equipment travel area to access areas that need to be piled.
Q. Johnson: Do you want a proposal letter or letter illustrating how job will be done and order of operations?
A. That isn’t necessary because we will address those items at the prework meeting. This is also where schedule is mapped out. However, information on experience will be valuable when evaluating Bids.
◘ 09:30 – Meeting end
Bid Coordinator/Contractor Phone Call
Date: 10/8/2024 Attendees: FLS – Nichole Guglielmino, Potential Bidder – Dean Fifer
Q. Fifer- We went and looked at the units for Silver 2.0 HFR and I was wondering about units 6 and 13.
They looked like they were partially done?
A. Guglielmino- Unit 6 has not been completed. There are landing piles next to the road from the timber sale operation. Unit 13 was a larger unit in a previous HFR contract that was partially done with that previous contract. We ended up cancelling that previous contract and the previous larger unit 13 was left incomplete. Now, for Silver 2.0 HFR unit 13 is smaller (than it was in the previous HFR contract) and the 30 acres to bid on only incorporates unpiled areas. We hung up red flagging that shows where the unpiled areas are on the ground. The “Equipment Travel Area” are the acres that were satisfactorily completed in the previous HFR contract and do not need piled with this contract (not a part of the bid), however, the awarded bidder is allowed to travel through this area with their excavator to access the unpiled 30 acres.
