About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for comprehensive medical services at the Federal Correctional Complex (FCC) Petersburg in Hopewell, Virginia. The document seeks to continue medical services with NaphCare, Inc. for the period of April 1, 2025, through September 30, 2025, with an estimated total contract value of $2,130,000.00. The interim contract is necessary due to a pending protest of a new comprehensive medical services contract award.

The medical services will be procured via purchase orders and include comprehensive medical services for the Adult Inmate Count (AIC) population, encompassing medical, dental, and mental health services. NaphCare is the incumbent contractor with over five years of service, providing a network of local medical facilities and physicians, including onsite outpatient institution services. The justification emphasizes the critical need to maintain continuity of care without disruption, as any delay would lead to serious operational impacts and potentially compromise medical services for the incarcerated population.
