About this file
This Q&A document from the California Department of Health Care Services (DHCS) provides responses to bidder questions regarding IFB #ETS-24-060C for the MISDSS Next Gen (Teradata Renewal) project. Key clarifications include that bids are due by February 28, 2025 at 5:00 PM PT, and the Electronic Vendor Application of Qualification (eVAQ) process must be completed and approved prior to March 4, 2025 at 5:00 PM PT. The scope involves Teradata Vantage software subscription services, with NetBackup version 9.1.0.1 support, and various technical specifications are being aligned through Addendum #1 to ensure consistency across bid documents.
The applicable sales tax rate is 8.75% in Rancho Cordova, California as of February 2025, which must be included in the cost worksheets. The DVBE participation requirement has been waived for this solicitation. While California Small Business certification is not mandatory to submit a bid, certified small businesses may be eligible for preference points in the evaluation. The CA Contractor's License requirement has been waived in the eVAQ process, and bidders can mark this requirement as "N/A" when completing their applications.

Question # Bidder Document ID #
(IFB Section, Exhibit, or Attachment number)
Page # Bidder's Question State's Response
1 Bidder A IFB, Section 4.2. Sales Tax 30 Section 4.2 states “Sales tax is not to be included in the cost worksheets”, however Sales Tax is listed in column “I” of the cost worksheet marked in yellow as required.
Would DHCS please amend Section 4.2 so that sales tax should be included in the cost worksheets consistent with column “I” of the cost worksheets?
Addendum # 1 will remove Section 4.2 Sales Tax. Sales Tax needs be included in Exhibit A: Cost Worksheet.
2 Bidder A Attachment 1 - Appendix A - Statement of Work, Section 9, Contractor's Roles and Responsibilities
9 The SOW requires that “The Contractor should expect to provide draft documents and to incorporate, as appropriate, comments provided by the DHCS. The Contractor should plan to meet with DHCS stakeholders to discuss the draft and final documents.”
What are the documents that are referenced in the above requirement? This information is needed so that bidders can be confident that they can provide such documentation.
Addendum # 1 will remove the following from Attachment 1 - Appendix A - Statement of Work, Section 9, Contractor's Roles and Responsibilities: “The Contractor should expect to provide draft documents and to incorporate, as appropriate, comments provided by the DHCS. The Contractor should plan to meet with DHCS stakeholders to discuss the draft and final documents.”
3 Bidder A Attachment 1 - Appendix A - Statement of Work, Section 12, Budget Detail and Payment Provisions
14 The SOW states, “Itemize costs for the billing period in the same or greater level of detail as indicated in this Agreement.”
Please confirm that DHCS would like invoices submitted at the line-item detail as it is structured in the Cost Worksheet.
In accordance with Attachment 1 - Appendix A - Statement of Work, Section 12, Budget Detail and Payment Provisions, DHCS requires that the Contractor submits invoices that breaks down the line item detail as structured in Exhibit A: Cost Worksheet.

4 Bidder A IFB, Section 1.5.1., Current Environment
Attachment 1 - Appendix A - Statement of Work, Section 3, Description of Renewal Services
Exhibit A, Cost Worksheet
9 (IFB) & 4
(SOW)
The current version of NetBackup is Version 9.1.0.1, yet the IFB has two references; one of which describes the current scope as being version 8.2 and the Cost Worksheet asks bidders to price version 10.2.
Would DHCS please amend the IFB so that both the current scope description in Part 1, Section 1.5.1 and Attachment 1 – Statement of Work refers to 9.1.0.1 and align the Cost Worksheet to version 9.1.0.1?
IFB, Section 1.5.1., Current Environment, Attachment 1 - Appendix A - Statement of Work, Section 3, Description of Renewal Services and Exhibit A, Cost Worksheet will be revised to reflect the current version, NetBackup 9.1.0.1. in Addendum # 1.
5 Bidder A Attachment 1 - Appendix A - Statement of Work, Section 3, Description of Renewal Services
3 The SOW states, “Software to be released Teradata Vantage 17.05, 64-bit SUSE Linux (SLES12 SP3), Teradata BYNET V6, Teradata Tools and Utilities, Vantage Analyst and IntelliSphere.”
Teradata Vantage software subscription, which is part of the scope of work, entitles DHCS to updates during the three-year term. As a result, the reference to “Software to be released” may be confusing.
Would DHCS please amend the IFB so that the SOW’s scope is asking for Teradata Vantage 17.05, understanding that future updates will be included in that pricing?
IFB, Section 1.5.1., Current Environment and Attachment 1 - Appendix A - Statement of Work, Section 3, Description of Renewal Services will be revised in Addendum # 1 to remove "Softwares to be released".

6 Bidder A IFB, Section 3.12. Statement of Work
IFB, Section 8, Informational Attachments
Attachment 15, Solicitation Submission Checklist
24, 39 and 71 The Statement of Work – Appendix 1 is listed as a Mandatory requirement.
Part 1, Section 8 references an Attachment 15, Solicitation Submission Checklist. Attachment 15 indicates that “Volume 2” of the Bid Response is to contain:
☐ “TECH 213, Standard Agreement
☐ ATTACHMENT 1: APPENDIX A - STATEMENT OF WORK”
Question 1: Would DHCS please clarify that for the Bid Response, a Bidder does not need to include or sign either TECH 213 or Attachment 1: Appendix A
– Statement of Work but rather, those documents would be part of the final contract signed by the awarded bidder?
Question 2: In addition, would DHCS please clarify that as it relates to the Statement of Work, it would be sufficient for a bidder to include in its bid response, a completed and signed Attachment 7, Response to Administrative Requirements, where the bidder checks “Yes” to Section 3.12, Statement of Work?
Addendum # 1 will revise Attachment 15: Solicitation Submission Checklist to remove the requirement to submit the TECH. 213, Standard Agreement and Attachment A, Statement of Work
7 Bidder A IFB, Section 3.13.2.1., DVBE Participation Requirement (M)
25 The section title shows DVBE is mandatory (M), but the description states “For the purposes of this solicitation, the DVBE Participation Requirement has been waived.”
Can DHCS please confirm that in order for the two references to be consistent, please amend the reference in 3.13.2.1 to Optional (O)?
In accordance with IFB, section 3.13.2.1. DVBE Participation Requirement has been waived and is not mandatory. This will be corrected in Addendum # 1.
8 Bidder A IFB, Section 2.3 Key Actions Dates 13, 14 It states that “All times listed are for California Pacific Time/Pacific Standard Time”, but there are not times listed in the table.
Can DHCS please clarify times for the items in the table.
Addendum # 1 will be revised to reflect:
Last day/time to submit Bid: 02/28/2025 at 5:00PM PT
9 Bidder B IFB, Section 3.13.3, Small Business Preference (Optional)
26 Can you confirm that Bidders are not required to be California-certified Small Businesses to submit a proposal unless they want to claim SB preference points?
Yes, it is not mandatory for a Bidder to be a California Certified Small Business to submit a Bid. However, Bidders who are a California Certified Small Business may be eligible to receive the Small Business Preference in accordance with IFB section 6.3.4.1.2. Small Business Preference Evaluation.
