About this file
This is a Notice to Bidders and Special Provisions for Construction document issued by the California Department of Transportation (Caltrans) District 02 for a construction project in Tehama County. The project involves constructing a multi-use path, drainage system, and rectangular rapid flashing beacon system on State Highway Route 36, extending from 0.1 mile east of Battle Creek Bridge to 0.3 mile east of Route 172 (Post Mile 81.6/83.4). The contract is identified as 02-0K8904 and is a federal-aid project (NH-S036(124)). Bids are due electronically by 2:00 p.m. on October 22, 2026, via the Bid Express website. Bidders must submit work on a cost-plus-time basis, with completion time between 65 and 75 working days. The estimated project cost is $3,710,000. The bid item list comprises 86 items including construction area signs, traffic control systems, water pollution control measures, excavation and grading work, drainage infrastructure, asphalt concrete placement, concrete structures, erosion control products, and roadway markings and delineation devices.
The contractor must hold either a Class A license or a combination of Class C licenses (C-12, C-10) that constitute a majority of the work. Bidders must submit security equal to at least 10 percent of their bid. Prevailing wages are required, with rates established by the California Department of Industrial Relations; federal minimum wage rates determined by the U.S. Secretary of Labor apply where higher than state rates. The project includes multiple environmental and regulatory requirements, including compliance with U.S. Army Corps of Engineers Nationwide Permit No. 14, California Regional Water Quality Control Board Water Quality Certification, and California Department of Fish and Wildlife Streambed Alteration Agreement. Special provisions address Buy America requirements for manufactured products and construction materials, environmental product declarations for hot mix asphalt and concrete, water quality monitoring at eight specified drainage locations, fire prevention protocols, local material sampling and analysis requirements, and prompt payment procedures requiring payment to subcontractors within 7 days of receipt of progress payments. Traffic control requirements are extensive, including lane closure restrictions, speed reduction zones, temporary barrier systems, and crash cushion specifications. Water pollution control is critical, with all soil-disturbing activities scheduled between May 10, 2027, and September 15, 2027, to comply with an erosivity waiver. The project is located in a freeze-thaw area, and work in drainage channels is restricted to June 15 through October 15 annually.
