Prevailing wage rates apply to this contract as determined by the California Department of Industrial Relations, with federal minimum wage rates taking precedence where applicable. The contract is a federal-aid project requiring compliance with Buy America provisions for iron, steel, manufactured products, and construction materials, with a De Minimis Costs waiver available for non-compliant materials up to the lesser of $1,000,000 or 5 percent of total applicable project costs. Bidders must provide security equal to at least 10 percent of their bid and include five trainees or apprentices in the federal training program. The project requires coordination with Union Pacific Railroad flagging services, with approximately 10 days of railroad flagging anticipated. Special provisions address water quality sampling and analysis, environmental product declarations for hot mix asphalt and concrete, lead compliance, invasive species control, tribal employment rights (Pit River Tribe TERO Highway Construction Permit), railroad coordination, fire prevention in high fire danger areas, and prompt payment to subcontractors within specified timeframes.
