About this file
This document is a Physical Access Control Standards specification for NIST Boulder Laboratories, detailing comprehensive requirements for security infrastructure installation and upgrades at the facility. The specification mandates specific equipment models and configurations across multiple security categories, with no substitutions permitted unless approved by the Emergency Services Office (ESO).
The standards establish requirements for surveillance systems using Avigilon cameras (2MP fixed and PTZ models for exterior use, 5MP for large exterior locations) connected via CAT6/CAT6+ black Ethernet cabling to existing systems. Security door hardware specifications include Von Duprin panic bars, GE/Sentrol alarm contacts, and Identiv MRIA2 and HID RPK40-H keypads for access control, with requirements varying by door type and location. Interior non-security doors must use ASSA ABLOY wireless locks (IN120 model) or mechanical controls depending on classification. Network infrastructure requires Cisco Catalyst 3850 switches, single-mode fiber optics for all connectivity, and specific patch panel and cabling assemblies (Systimax brand). Avigilon server equipment (NVR4 models ranging 64TB to 157TB) provides video management, while all security panels must be Identiv MX controllers tied to existing Hirsch/Identiv software systems. The specification requires all equipment to be installed by factory-certified installers, includes backup power systems with 24-hour emergency capability, mandates 3-week advance notification to ESO for equipment IP addresses and device lists, and requires 30-day post-completion delivery of all wiring diagrams and blueprints in digital format. All deviations from specifications require written ESO approval, and all security-related cabling must be installed in metallic rigid conduit with proper labeling and testing documentation.
