PERFORMANCE WORK STATEMENT

AF/A3DX Training Course: Agile Methods

SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. The Headquarters United States Air Force, Operations Digital Enterprise Directorate (A3DX) is tasked with creating data standards for the development of applications and creating an interface for those applications to the Air Force Customer Relations Management (CRM) system and data management systems.
1.1.1 Scope. The Contractor shall provide training for one Agile Methodology course to include introduction to Agile Methods specifically containing Certified Scrum Master, Certified Scrum Product Owner, and Human Centered Design.
1.2 Purpose. The purpose of the Agile Methods course is to provide A3 personnel, and other stakeholders in the application development environment with a comprehensive grasp of the agile mindset, core values, principles, and foundational concepts to foster an agile mindset and enable practitioners to drive organizational agility effectively, making them valuable assets in today's dynamic and rapidly evolving AF environment.
1.3 Background. AF/A3 sustains a constant turnover among stakeholders in the operations workforce. To overcome this, Agile Methods have the following characteristics that make it so effective: As requirements change quick reactions are possible; meetings are productive and efficient and ensure developers receive assistance when needed; the development process, customers, stakeholders, and end users provide feedback; and sprints of two to four weeks give the development team a sense of urgency, resulting in increased speed and deliverability.
There is not an organic training available within the Air Force to satisfy these requirements.
1.4 TASK DESCRIPTION
1.4.1 Certified Scrum Master. The Contractor shall train up to 18 Air Force Members on an understanding of the Scrum framework, effective Agile practices, embracing Agile principles, promoting collaboration, iterative development, and adaptive planning. All training shall be in-person. The contractor shall provide certificates for members at the end of each course.
1.4.2 Certified Scrum Product Owner. The Contractor shall train up to 18 Air Force Members on how strong Product Ownership is key to a successful agile transformation and how particular agile, or Scrum roles typically manifest themselves in enterprise environments. All training shall be in-person. The contractor shall provide certificates for members at the end of each course.
1.4.3 Human-Centered Design. The Contractor shall train up to 18 Air Force Members on an approach to problem-solving that starts with people and focuses on creating solutions that are tailored to their needs and preferences. All training shall be in-person. The contractor shall provide certificates for members at the end of each course.
1.4.4 COURSE EVALUATION INPUT, PROCESS, AND OUTCOME MEASURES. The Contractor shall develop and execute course evaluations that captures input, process, and outcome indicators related to students’ aptitude to successfully complete the course. provide written feedback to the Government within five-business days after training. Contractor shall also analyze feedback and assessment information from the training to ascertain the effectiveness of the courses.
1.5 PLACE OF PERFORMANCE. All classes shall be executed at The National Capitol Region, Washington DC, in contractor provided facility between the hours of 8:00 – 5:00 Monday through Friday.
1.6 SCHEDULE. The contractor shall provide training class using the following schedule:
a. Agile Methods:
· Certified Scrum Master
· Certified Scrum Product Owner
· Human-Centered Design
1.7 PERIOD OF PERFORMANCE: The Contractor shall provide the trainings during the period of 13-17 May 2024 or June 24, 2024. The required training dates will be approved by the Contracting Officer Representative (COR) after contract award.
SECTION II
2.0 DELIVERABLES
The specific format and required delivery dates for all deliverables will be specified by the originator consistent with Air Force needs. Any papers, recommendations, etc. that the contractor submits are drafts, not final copies until approved in writing and accepted by the COR.

3.0 GOVERNMENT FUNISHED PROPERTY, EQUIPMENT AND MATERIALS: NA
SECTION IV
4.0 GENERAL INFORMATION
4.1 Travel: Travel within the National Capital Region (NCR) in accordance with the Joint Travel Regulations (JTR) is considered local travel. The Government will not approve or authorize any local travel to conduct the courses.
4.1.1 Local Commuting Area is defined as:
a. District of Columbia: The entire area within the boundaries of Washington, DC.
b. Maryland: The counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George’s, St. Mary’s, and Washington. It also includes the city of Baltimore and all cities now and hereafter existing in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above.
c. Virginia: The counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford. It also includes the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities now and hereafter existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties.
d. Pennsylvania: The county of Adams.
e. West Virginia: The counties of Morgan, Berkeley, and Jefferson.
4.2 Other Direct Cost (ODC): The Contractor is allowed to include other direct cost associated with performance of this contract such as parking, conference fees, and other administrative expenses on a case-by-case basis. The Contractor must obtain written approval from the COR prior to incurring cost(s).
4.3 ORANIZATIONAL CONFLICTS OF INTEREST.
4.3.1 The contractor shall execute preliminary disclosure to the Contracting Officer, prior to the due date for receipt of proposals, of any OCI issues the Contractor has identified. Such preliminary disclosure will allow the Contracting Officer more time to assess both the potential OCI and the Contractor proposed strategy to negate or mitigate the OCI.
4.4 NON-PERSONAL SERVICES. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO immediately. These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
4.5 GENERAL CONTRACTOR PERSONNEL REQUIREMENTS
4.5.1 Communication Requirement. Contractor shall be fluent in English, being able read, write, speak and understand.
