About this file
This document is a Request for Proposal (RFP) issued by the Wyoming Department of Administration & Information and the Wyoming Department of Environmental Quality Air Quality Division (WDEQ-AQD) for SODAR meteorological monitoring services. The RFP solicits proposals for two years of routine operations, maintenance, and data reporting for SODAR instruments located at Boulder and Moxa Arch monitoring stations in Wyoming, with services beginning January 1, 2026 and running through December 31, 2027. The project involves maintaining two SODAR instruments: a Scintec Flat Array SODAR at the Boulder station and an ASC Model Number 4000 mini-SODAR at the Moxa Arch station, which are used to characterize inversion heights, wind profiles, and meteorological conditions in the Upper Green River Basin ozone non-attainment area. Proposals are due by May 12, 2025 at 2:00 PM Mountain Time, with a tentative award date of May 30, 2025. The contract includes potential renewal options for two additional two-year terms, for a maximum contract period of six years.
The RFP indicates that the total contract will be awarded based on a 100-point evaluation methodology, with points allocated across proposer background and experience (20 points), technical experience (30 points), methodology (20 points), and cost (30 points). While specific budget details are not explicitly stated, the document suggests that the WDEQ-AQD will provide electrical service, site communication costs, and a "force account" for unforeseen maintenance and repairs. The selected contractor will be responsible for data transfer, annual site visits, equipment maintenance, cellular modem data contract payment, and potential emergency visits. The project aims to support air quality monitoring efforts and involves stakeholders including the WDEQ-AQD, air quality permit applicants, the U.S. Environmental Protection Agency, federal land managers, and the general public.

SECTION 5: ADMINISTRATIVE BACKGROUND
1. INTRODUCTION AND BACKGROUND:
1.1. The WDEQ-AQD has operated a SODAR in the Upper Green River Basin (UGRB) at the Boulder monitoring station since at least 2010 and a second SODAR instrument has been located at the Moxa Arch monitoring station since July 2024. The Boulder SODAR objective is to obtain meteorological data for the purposes of characterizing inversion height, strength, and wind profiles in the UGRB ozone non-attainment area. The WDEQ-AQD forecasters and Ozone Team find the data produced by the Boulder SODAR essential to diagnose inversion height and strength both during the forecasting process and during post-season evaluations. The Moxa Arch SODAR is an older piece of equipment but is being utilized to characterize wind profiles and inversion strengths just outside of the UGRB ozone nonattainment area.
2. PURPOSE AND INTENT:
2.1. The purpose of this Request for Proposal (RFP) is to solicit competitive proposals from proposers who can offer two years of routine SODAR operations, data reporting, and maintenance at the Boulder and Moxa Arch monitoring stations to meet the Agency’s needs and expectations, as described within this RFP.
3. STAKEHOLDERS:
3.1. Stakeholders for this proposal include the WDEQ-AQD, air quality permit applicants, the U.S Environmental Protection Agency (EPA), federal land managers (FLMs), and the general public.
SECTION 6: REQUIREMENTS/SPECIFICATIONS
1. SCOPE OF PROJECT:
SODAR services to be performed will include the personnel, time, and materials to perform two (2) years of routine operations, maintenance, and data reporting at the Boulder Air Quality Monitoring Station and the Moxa Arch Air Quality Monitoring Station. A Transition Plan and End of Contract Exit Transition Plan will be utilized if a different contractor is selected than that existing one. Initial Maintenance Visits and Account Setup will begin as early as November 1, 2025. Routine Operations will begin on January 1, 2026 and run through December 31, 2027. Services to be provided should fulfill the following four (4) tasks.
A. Transition Plan (If Necessary) The selected contractor (if different from the existing contractor) will develop a transition plan to work with the existing contractor to ensure a smooth transition from contractor to contractor. The transition plan will include but is not limited to, elements such as communication protocol with the existing contractor, how the selected contractor will assume responsibility for Boulder and Moxa Arch SODAR site logistics, utilities, and ensure data flow to the WDEQ-AQD for viewing SODAR data. The transition plan is due within fifteen (15) business days of the notice to proceed.
B. Initial Maintenance Visits and Account Setup The selected contractor needs to ensure the SODARs at the Boulder Air Quality Monitoring Station and Moxa Arch Air Quality Monitoring Station are online and transmitting data.
The selected contractor will visit the Scintec Flat Array SODAR SFAS at the Boulder Station, evaluate the instrument and ancillary equipment, and perform any necessary maintenance for the system to be fully operational. The Contractor will also work with WDEQ-AQD to reconnect all viewing and operational software to maintain full communication and data transfer to prepare for the upcoming Winter Ozone Season.
The selected contractor will visit the ASC Model Number 4000 Mini-SODAR at the Moxa Arch Station, evaluate the instrument and ancillary equipment, and perform any necessary maintenance for the instrument to be as operational as possible. Please note: The mini-SODAR is outdated and the prior contractor has described spare parts as nearly impossible to find. Once the mini-SODAR is fully degraded, it will be taken offline.
C. Routine Operations Routine operations will include routine data transfer operations, annual site visits and maintenance, and potential data/meteorological SODAR-related questions for the period of two (2) years.
Maintenance and operations will be guided by the operations manual. Non-routine troubleshooting at the two sites (Boulder and Moxa Arch monitoring stations) will be requested by the contractor and performed by WDEQ-AQD staff or a WDEQ-AQD specified agent (e.g. Boulder Station operations contractor or subcontractor; Moxa Arch Station operations contractor or subcontractor). Electrical service and site communication costs will be paid by the WDEQ-AQD.
Requisite routine services performed by the contractor will begin by January 1, 2026:
· Continuous electronic data transmittal and system monitoring to ensure the SODAR systems are operating. Adequate time should be included for remote troubleshooting and direction for AQD on-site assistance.
· Data transfer and archiving of Boulder and Moxa Arch SODAR data for one (1) year.
· Payment of cellular modem data contract (approximately $80/month).
· Annual site visit to maintain and service Boulder SODAR and ancillary equipment.
· Annual site visit to maintain and service Moxa Arch SODAR and ancillary equipment.
· Equipment and supplies for annual visits including, but not limited to, sensor or cable replacement, speaker replacement, battery replacement, software upgrades, etc.
· Contingency plan for two (2) emergency visits per year (four (4) possible emergency visits total)
· Unforeseen troubleshooting, maintenance, and repairs may need to occur outside of the contracted scope of the project. The WDEQ-AQD will account for these unforeseen costs through a “force account” that will be built into the contract. This will allow the WDEQ-AQD to authorize unscheduled maintenance and repair activity without amending the contract. The WDEQ-AQD will confer with the chosen contractor during contract negotiations on a “not to exceed” amount for the force account.
D. End of Contract Exit Transition Plan (If Necessary) During the final months of operation of the two (2) SODARs, the selected contractor will participate in the transfer of the stations’ operations to an alternate contractor on or before the contract expiration date, as applicable. The selected contractor will provide detailed site information and work with the WDEQ-AQD Site Project Manager and the new contractor to accommodate the new contractor’s transition plan to the fullest extent possible.
2. GENERAL REQUIREMENTS:
2.1. Scope of Activity – Contractor
The Wyoming Department of Environmental Quality – Air Quality Division (WDEQ-AQD) seeks to continue the operation of two (2) SODAR instruments— 1) the Scintec Flat Array SODAR SFAS that is currently operating at WDEQ-AQD’s Boulder Air Monitoring Station 5 miles southwest of Boulder, Wyoming and 2) the ASC Model Number 4000 mini-SODAR at Moxa Arch Air Monitoring Station. A SODAR has been used in the Upper Green River Basin ozone non-attainment area since 2010 to assist in diagnosing mixing layer height during winter inversion periods. The Scintec SODAR at Boulder was installed in 2024, and the WDEQ-AQD is seeking assistance to monitor and maintain the equipment, transmit the data to viewing software, and quality assure/analyze data from periods of interest. The Moxa Arch mini-SODAR, an older piece of equipment, is being utilized to characterize wind profiles and inversion strengths just outside of the UGRB ozone nonattainment area.
