About this file
This is a Single Source Justification document from the Western Area Power Administration (WAPA) Rocky Mountain Regional Office for Purchase Request #25WA154779, citing FAR 13.106-1(b)(1) for simplified acquisitions. The document justifies the sole-source procurement of licensed materials and data services from Argus Media, Inc. for formulated rates and future pricing of wholesale electric rates.
The justification explains that WAPA has utilized Argus Media for over 10 years to provide critical data services for forecasting merchant market daily on-peak and off-peak pricing. Key factors supporting the sole-source decision include: Argus's FERC-approved reporting methodology, compatibility with WAPA CRSP's modeling system, coverage of specific power markets for CRSP and RMR operations, and the fact that switching providers would incur unnecessary training and integration costs. The data service is essential for WAPA's Seasonal, Monthly, Day-ahead, and Real-time marketers at both RMR and CRSP offices, with the data being distributed under protective stipulations to WAPA Colorado River Storage Project.

Single Source Justification Western Area Power Administration
FAR 13.106-1(b)(1), Simplified Acquisitions
Purchase Request # 25WA154779
1. Identification of the agency and the contracting office.
Western Area Power Administration (WAPA), Rocky Mountain Regional Office (RMR) 5555 East Crossroads Blvd., Loveland, CO 80539
2. Description of supply or service required to meet the agency’s needs.
WAPA RMR purchases licensed materials, or a data service, which consists of formulated rates for future pricing of wholesale electric rates from Argus Media, Inc. (Argus). WAPA requires this information in order to forecast future merchant market daily on-peak and off-peak pricing. This data service includes accurate, reliable prices that can be used for indexation based on Federal guidelines for price reporting. With this product, Argus distributes the data with stipulations to WAPA Colorado River Storage Project (CRSP) to protect the data provided. The methodology has been approved by the U.S. Federal Energy Regulatory Committee (FERC), an independent agency that regulates the interstate transmission of electricity, natural gas, and oil.
This daily service provides the necessary information to execute the mission of WAPA’s Seasonal, Monthly, Day-ahead, and Real-time marketers for the RMR and CRSP offices.
3. The rationale or circumstances for limiting competition.
WAPA RMR has utilized Argus for at least ten (10) years to obtain the necessary information and tools as described above. Argus reporting methodology has been approved by Federal Energy Regulatory Committee (FERC). Argus delivery format is easily integrated with WAPA CRSP’s modeling system without further manipulation. Argus incorporates the specific power markets that CRSP and RMR operate under. WAPA CRSP is unable to effectively provide this service internally, so a need to outsource is required. WAPA personnel are trained and familiar with Argus functionality and operations and the data delivered by Argus, as indicated above, integrates with WAPA systems. To switch to a new provider at this time would incur additional and unnecessary costs to the Government in training and integration costs.
