About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Oregon Business Development Department for a "5 Year Global Strategy and Inbound Attraction Strategic Plan." The addendum addresses several questions received from potential proposers and provides clarification on key aspects of the requested services. The RFP budget is firm, but the timeline can be adjusted slightly, with Tasks 6-9 being the highest priority. Stakeholder consultations may be a mixture of in-person and virtual, and the charter output is expected to be a 1-2 page document outlining expectations and ground rules. The desired survey format and size is flexible, with the intent to gather perspectives and feedback across target industry sectors and geographic representation in Oregon. The RFP deadline has been extended to March 21, 2022, at 3:00 PM Pacific Time.
The jurisdictions included in this opportunity are Marion County and the City of Salem. This is part of an overarching economic development strategy for the state of Oregon, and the selected contractor will be responsible for designing the Oregon Global Opportunity plan, which will set the direction for both trade and business attraction efforts.

Addendum #1 to RFP No. 014000518
“Oregon’s Global Opportunity 5 Year Global Strategy and Inbound Attraction Strategic Plan”
The Oregon Business Development Department has received several questions regarding the requested services, which are addressed in this Addendum 1. None of these answers modify or add to the directions in the RFP document, but provide information that may be useful for drafting a proposal. In addition, the deadline for proposals is hereby extended to March 21, 2022, on or before 3:00 p.m. Pacific Time. All other terms of the RFP remain unchanged by this Addendum. Thank you for your continued efforts and interest.
Q1. The RFP implies some flexibility, but what is most important to Business Oregon, that Proposers stick to the budget outlined, or to a 3-month timeline, or to getting all the tasks done? If Proposers do need to stick to budget and / or timeline, can you suggest which tasks Business Oregon sees as highest priority?
A1. The budget is firm, but the timeline could be adjusted slightly (i.e., final report, review and input period/back and forth for final product). The tasks are firm. The priorities are Tasks 6-9, others are important, but we have more staff resources to assist contractor in charter development, research team and meeting logistics.
Q2. Regarding Task 2 – Are stakeholder consultations expected to be in-person, virtual, or a mixture of both?
A2. A mixture of both.
Q3. Regarding Tasks 3 and 5 – Can Business Oregon provide more detail on what a ‘charter’ output might look like?
A3. Business Oregon has staff to help the selected Contractor with this document as well as samples, 1-2 pages of expectations/ground rules/agreement, etc. We do not anticipate the charter development will be highly complicated.
Q4. Regarding Task 4 – can Business Oregon indicate the desired attributes for size of survey and its format, e.g. this could be 1,000 businesses through an online survey, or 50 businesses through interviews etc?
A4. This is flexible here. Business Oregon seeks to gather good perspectives and feedback across target industry sectors and geographical representation across Oregon. As an example, we just finished an economic recovery plan and the numbers were in the 500 range: 220 participation in forums, 40 interviews, 120 in focus groups, 280 in online survey.
