About this file
This is a Request for Information (RFI) from the Federal Bureau of Investigation (FBI) for a Classified Identity-Based Biometric System. The RFI seeks to gather market research on software solutions capable of storing and searching subjects at classified levels (Secret and/or Top-Secret/SCI), with the ability to enroll and search multiple biometric modalities including face, fingerprint, palmprint, iris, and latent fingerprints. The system must be identity-based, allowing digital linking of biometric and biographic information, and must support data feeds from external systems.
Interested vendors must submit their responses electronically to Donald Carlston via email by 12pm Eastern Time on February 20, 2026. Submissions should be no more than 15 pages, in Word, Excel, or PDF format, and include details about the company's capabilities, technical skills, contracting vehicles, and specific responses to a comprehensive list of technical questions. The RFI emphasizes that this is a market research effort only, with no guarantee of future solicitation, and vendors will not be reimbursed for their response preparation. Vendors are encouraged to provide innovative approaches that could result in products, solutions, and potential cost savings for the FBI.

INTRODUCTION
Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for a Classified Identity Based Biometric System.
BACKGROUND
The FBI intends to identify available software solutions to store and search subjects at the classified level. This solution is not intended to replace the Next Generation Identification System Functionality, which was developed and implemented in collaboration with the FBI’s federal, state, local, tribal, and territorial partners. The solution shall reside at the Secret and/or Top-Secret/SCI level with the ability to support data feeds from external systems. The solution must allow the ability to enroll and search face, fingerprint, palmprint, iris, and latent fingerprints, and associated biographic information with a given set of biometrics. The ability to add additional biometric modalities in the future is also desirable. The solution must be identity based, as opposed to event based, such that all biometric and biographic information for a given individual is digitally linked together and can be retrieved by searching any biometric or biographic data element. The solution must be flexible and scalable with the ability to increase capacity and add biometric and biographic information for new identities or add to existing identities over time. The solution must also provide the ability to export customizable packages of identity records.
PLEASE RESPOND TO THE FOLLOWING QUESTIONS
What biometric modalities can your software search and enroll?
Version 1.31 Page 3
Is the face algorithm limited by quality or face angle?
What ability does your software have to dynamically set search criteria?
What type of data files can be enrolled into the system?
Is your company Federal Risk and Authorization Management Program (FedRAMP) approved if so at what level?
In what cloud service provider environment (s) was your solution designed for?
Will your software utilize GPU or CPU processing? Explain
Does your company have a Top-Secret/SCI facility clearance?
Does your company have Top-Secret/SCI cleared personnel?
What record tracking features does your software have?
What type of image comparison features does your software provide?
What type of data handling/store safeguards does your software have to protect against classification spills and un-authorized access to restricted data?
What user authentication does your software utilize?
Does your software allow for varying system user roles? Explain.
Does your software allow FBI administrators/privileged users?
Does your software allow specific users to assign/edit work for of other users?
What type of data/work tracking does your software showcase?
Does your software have automated data enrollment and/or manual record creation? If yes, explain the processes.
Does your software have an export/report functionality? Are these exports/report customizable?
Does the software allow text-based searches?
Does the software allow Boolean logic and fuzzy matching?
Does the software prevent or limit record duplication?
In what ways does your software allow identity records to be manipulated/edited? Explain
Does the software allow record or data merge/de-merge?
What parameters exist within the software to prevent accidental data deletion and/or recovery?
Does your software have the ability to expose an API and develop towards an external API for integration with additional system(s).
