About this file

This document is an addendum to the Request for Proposal (RFP) for the Comprehensive School Threat Assessment Guide (CSTAG) Training Program solicited by the Dougherty County School System in Georgia. The RFP seeks qualified vendors to develop and implement this district-wide training initiative aimed at equipping all staff, including teachers, with the necessary skills and knowledge of CSTAG. The addendum provides clarifications to vendor questions regarding the project scope, such as the number of participants, training delivery methods, and legal requirements. It also addresses concerns about local preference, budget, and proposal format. The RFP has no predetermined budget, and the successful vendor is expected to develop a fair, reasonable, and market-competitive cost proposal that aligns with the project objectives.

The addendum confirms that there is no incumbent provider for the CSTAG training services, and the district currently conducts threat assessments through selected personnel, school resource officers, and local law enforcement. The successful vendor will be required to customize the CSTAG training program to address the unique needs of the Dougherty County School System, which includes 24 schools and 5 administrative buildings. The training can be delivered remotely, and digital training materials will suffice, with the option to provide hard copies.

CLARIFICATIONS Q&A

Q1: We are very interested in submitting a bid for the School Threat Assessment Guide project but I have a question about Page 6, para 17, "Local Preference." Does the paragraph mean that we cannot bid this contract, or that we would be wasting our time if we bid this without an office in Albany?

A1: This bid will have no local preference. Also, you can bid without an office in Albany.

Q2: I want to know if this RFP has a budget suggested or required range?

A2: The Dougherty County School System (DCSS) expects a cost proposal that is fair, reasonable, and aligned with the scope and objectives outlined in this RFP. While there is no predetermined budget for this project, proposals should reflect market-competitive pricing and clearly demonstrate the value provided for the requested services.

Q3: The RFP references the number of school-level staff, bus drivers, and administrative staff members. Does the 75-100 school-level staff include teachers? How many teachers are expected to be trained overall?

A6: Threat Assessments are currently conducted by selected personnel and the school resource officer and District Chief of Police and local law enforcement.

Q7: Considering the cost, is the successful vendor expected to assess 23 school sites, including administrative buildings, or should the vendor develop a train-the-trainer program to train appropriate staff to conduct facility assessments?

A7. Please reference the Scope of Work #1 _Customize the CSTAG training program to address the unique needs of the DCSS.

Q8: How does a bidder demonstrate its qualifications (Section 3, page 6)?

a. For “Reliability,” is it sufficient to reference past performance in the proposal, including attachment D (Reference Sheet), or are additional sources of validation needed?

A8(a). Referencing past performance in the proposal and providing references will be sufficient.

b. For “Reliability,” can past performance be attributed to a team based on the experience of one or more of its members? Is the team member with the relevant experience required to lead the proposal?

A8(b). Please reference the Scoring Guideline #2

c. For “Accounting Practices,” are audit results or similar third-party documentation required or is a self-certification sufficient?

A8(c). No audit results or third-party documentation is needed.

Q9: Are there page limits for either the proposal or for relevant attachments/annexes?

A9: No

Q10: Page 21 notes that the CSTAG training program must align with “legal requirements.” Can you provide a link to or otherwise reference any specific legal requirements generated by

Dougherty County and/or the State of Georgia?

A10: Vendors' proposals should address how their proposed CSTAG training program aligns with key legal considerations, including, but not limited to, due process rights, confidentiality and privacy, mandatory reporting, and compliance with IDEA. These legal requirements must be clearly incorporated into the training program to ensure effective and lawful implementation.
