Protecting beneficiaries by expeditiously addressing individual complaints, such as beneficiary complaints; provider-based notice appeals ; violations of the Emergency Medical Treatment and Labor Act (EMTALA); and other related responsibilities as articulated in Q[O-related law.

The Healthcare Quality Information Systems (HCQIS) network supports the QIO program by providing Enterprise Systems and Services (ESS), which have been in production since 2012. ORDER AGAINST FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S .C. 251 , et seq .); Title 40 501 , Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6.

_X: Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized (FAR 8.405- 6(a) (i) (B)); or

This is a recently awarded task order under the ADELE BPA which included scope for the transformation of the authorization and role management, but was awarded prior to the decision to utilize additional CMS approved enterprise technology as part of the solution for the transformation of the QARM system to the HARP authorization and role management tool.

The proposed modification will increase the current scope of work to include the use of the CMS approved enterprise technology. This work will include providing an additional agile team for operations and maintenance, enhancements, and other necessary fixes required for the successful implementation of the HARP tool.

To successfully implement the HARP tool the contractor will be responsible for the following:

• HCQIS Access, Roles and Profile management system (HARP), (replacement for QualityNet Authorization and Role Management (QARM))SaaS solution for credential and roles access management

• SaaS agency authentication credential store

• Common UI: Custom developed application platform used to offer tools and services common to all users and product teams

• ESS will gather user stories and feature requests based on the proposed user and product communities. Develop the initial framework to meet Technical Reference Architecture (TRA), Acceptable Risks Safeguards (ARS) and Information Systems Group (ISG) implementation requirements as directed. Design features and services that meet the proposed user community needs in the CCSQ/ISG Agile approach.

• Manage all backlog activities and the development priorities and complexities with the product owner

• Proposing processes, technology and solution improvements .

• All services will include input from an ESS provided UI/UX expert to assure and high level of usability. To support HARP technology including but not limited to deployment pipelines, patching and technology updates, and replacement. Maintain all operational documentation, monitoring and incident tracking.

Provide security experts to provide compliancy documentation to facili tate the CMS A TO process.

Complete and publish any necessary documentation to support internal product team integrations as well as documentation to assist with external user communications for services provided by HARP.

Note: Legacy QARM components, systems and sub-systems are anticipated to be transitioned to HARP during this contract. Non-Authority to Operate (Non ATO) systems maintained by organizational elements of CCSQ other than ISG will be transitioned to HCQIS and be supported by HARP.

These additional requirements will be included in the PWS and are anticipated to add approximately 2.06 million to each year of performance. These changes to the PWS will include: Legacy QARM components, systems and sub-systems are to be transitioned to HARP during this contract. Non-Authority to Operate (Non-A TO) systems maintained by organizational elements of CCSQ other than ISG will be transitioned to HCQIS and be supported by HARP, which may be needed in the future but may be facilitated through the already established surge CLINs reflected in thecontract.

There is only one reasonable source for these services / products for the following reason. The contractor, as part of this requirement, is responsible for providing shared services to support the HCQIS system. These services include the development of a web portal. HARP serves as the authorization and role management mechanism that allows users to access the web portal and monitors traffic. Separating the development of the web portal and the mechanism which allows access is not in the best interest of the Government and does not align with sound IT development practices.
