About this file

This document is a Salient Characteristics/Product Description for an expandable Integrated Service Unit (ISU) issued by the Department of the Air Force, Headquarters 129th Rescue Wing (ACC) at Moffett Air National Guard Base, California, dated 28 April 2026.

The expandable ISU is intended to serve as a mobile Rescue Operations Center (ROC) capable of providing secure space for classified communications and mission planning in multiple environments. The unit must be highly agile, transitioning from stowed to full operational configuration in less than 15 minutes and capable of being moved by forklift multiple times daily. The ISU must be air-certified and forkliftable onto C-130, C-17, and C-5 aircraft while limited to a single pallet position in stowed configuration.

Minimum technical requirements include: two retractable walls with leveling tools; capability for wall transition in under 15 minutes with a two-person team; at least four D-rings in the floor for cargo straps; a power panel supporting minimum 60-ampere single-phase draw with capability to switch between shore power (with 50-foot included cable and built-in receiver) and 7,500-watt generator power; built-in ceiling LED lighting with white preferred; an integrated environmental control unit (ECU) housed in a designated location rather than taking floor space; at least one weather-tight personnel door with cipher lock; smoke and carbon monoxide detectors; and preferred tan exterior color with white or green as acceptable alternatives. Top Secret capability is not required. Expected equipment to be powered includes at least two laptops, four monitors, three power strips, AC/heating, and an ECU.
