STATEMENT OF WORK

Title: Non-Destructive Training for NCNR Personnel

Requesting Lab: National Institute of Standards & Technology

Center for Neutron Research (NCNR)

BACKGROUND

The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) owns and operates a 20 MW nuclear test reactor called the National Bureau of Standards Reactor (NBSR). The NBSR is located on the NIST campus in Gaithersburg, Maryland, USA. The NBSR is a heavy water D2O-cooled and moderated reactor. Maintaining an aging reactor requires the capability to assess and validate the health of system components, such as piping and valves, of materials such as Aluminum, Stainless Steel, and Carbon Steel.

OBJECTIVE

The goal of this procurement is to obtain a custom, on-site training course for 20 NCNR personnel, that will instruct participants on how to use selected equipment to perform non-destructive testing of reactor system components and how to interpret the data for a health assessment of the system. As a result of this training, NCNR personnel shall be capable of performing non-destructive tests on reactor system piping and valves to preemptively address degradation and effectively develop a system maintenance plan.

SCOPE

The contractor shall develop a training plan that provides an overview of equipment use for ultrasonic, eddy current, and magnetic inspections, both in the classroom and in the field. Upon approval of the training plan, the contractor shall provide training for NCNR personnel, onsite at the NCNR. The training shall also cover how to interpret the collected data to provide a system health assessment.

General Requirements

1. The training shall take place at the NIST Center for Neutron Research in Gaithersburg, MD. The training shall allow for up to 20 students from the NCNR. The training shall offer hands on experience for magnetic, eddy current, and ultrasonic inspections. The training shall last for 5 days, including classroom and hands-on training, with a walkdown of in-service components. The 5 days of training shall include 2 days on ultrasonic testing, 2 days on eddy current testing, and 1 day on wet-particle magnetic testing. Training shall be performed during normal business hours 8:00am – 5:00pm Monday through Friday.

2. The Contractor shall ensure existing site equipment and structures are protected while performing work. Any damage caused to existing site equipment and structures because of the work being performed shall be corrected by the Contractor prior to site acceptance.

3. Within 2 weeks of award of contract, the Contractor shall schedule a kick-off meeting with the Government to review needs for the detailed training plan. The Contractor shall share their schedule for developing the training materials and syllabus.

Training Plan/Package

1. A high-level overview of the training is due with bid. This shall be no more than a one-page summary that will be expanded upon after a contract is awarded.

2. After a contract is awarded, the Contractor shall prepare a detailed training plan for acceptance by the COR. The plan shall include lesson plans, a training framework, a training schedule, and student materials. The Contractor shall ensure the training plan and package meet NCNR training needs.

3. The training shall offer both hands-on experience and classroom instruction. By the end of the training, the students shall have working knowledge and experience on how to perform the inspections and to interpret the inspection data. This training is not expected to qualify students for certification.

4. The instructor shall have working knowledge and experience with the material, equipment, and data interpretation. The instructor shall be certified to perform non-destructive testing through ASNT (Level II or Level III) or ISO 9712.

Training Management Requirements

1. The Contractor shall submit the names of the instructor(s) 5 days before the training starts for badging and access to NIST.

2. The Contractor shall submit a proposed training schedule for review by NCNR. The COR and the Contractor shall agree upon the final training schedule. The Contractor shall notify the COR of all schedule changes. The Contractor shall notify the COR two weeks prior to initiation of site work.

3. The Contractor shall ensure all the requirements identified in the SOW are met.

4. Radiation training will not be required for the Contractor. There will be no entry into any radiation areas in the building. The Contractor shall be escorted at all times in the building.

Government Access and Responsibilities

1. The Government will provide the Contractor access to the following items to achieve successful completion of the task order:

a. Access to multiple 20A 1 Ph 120V and 3 Ph 208V outlets.

b. Limited storage for Contractor provided equipment.

c. Lighting, heating, firefighting equipment, oxygen deficiency hazard (ODH) alarms.

d. Health Physics support and oversight.

e. Access to NIST and the work area during scheduled work.

Standards for Acceptance of Deliverables

The NIST COR will provide written or electronic comments on each deliverable within Ten (10) calendar days from receipt of a given deliverable. The Contractor must make any needed changes and resubmit the deliverable within Ten (10) calendar days from receipt of electronic or written comments from COR. The COR will provide written notification via email when a deliverable is accepted.

PERFORMANCE STANDARDS

The required performance standards and/or quality levels are provided in the table below. To successfully complete this contract, the Contractor must meet the required service or performance level. Failure to successfully meet the required services or performance level will result in the Government rejecting services.

The Government shall use the monitoring methods cited to determine whether the performance standards/required quality levels have been met. If it is determined the Contractor has not met the minimum requirements, the Government reserves the right to require the Contractor to develop a corrective action plan which details how and by what date the Contractor intends to bring performance up to the required levels.

The COR and/or the Contracting Officer may require the Contractor’s project manager, or a designated alternate, to meet with NIST personnel as deemed necessary to discuss performance evaluations. The COR, CO, and designated Contractor personnel will jointly formulate tactical and long-term courses of actions if needed. Decisions regarding changes to metrics, thresholds, or service levels will be clearly demonstrated. Changes to service level procedures and metrics will be incorporated as an order modification at the convenience of the Government. The Contractor shall demonstrate system readiness prior to acceptance.

PAYMENT SCHEDULE

Advanced payment is not authorized. Services shall be invoiced for in the arrears. The Contractor shall be paid in accordance with NET 30-day payment terms upon receipt and acceptance of a proper invoice. An invoice shall be submitted in accordance with the billing instructions provided in the purchase order and after the system has been accepted by the Government.

CAMPUS ACCESS AND VISITOR REGISTRATION

The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. A NIST identification badge is required for access to the campus and for entry into buildings and must be shown to the NIST Security Police when entering campus.

Contractor employees shall comply with the NIST identification and access requirements.

Regular Business Hours: Regular business hours are Monday through Friday, 8:00am to 5:00pm Eastern Time. Site visits for individuals requiring escorts or that are outside of regular business hours shall be scheduled in advance with the COR.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance, and current registration must be presented to the NIST Security Office, at which time, a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
