About this file
This is a Statement of Work (SOW) for VLSB 26-0011, B1122 Repair VAVs, dated 21 January 2026, at Shaw Air Force Base, South Carolina. The project addresses restricted airflow in Variable Air Volume (VAV) boxes in Building 1122 caused by clogged coils and airway passages. The contractor must clean all VAVs to achieve original design airflow specifications and perform comprehensive HVAC system restoration within a 60 calendar day contract duration (30 days construction, 30 days closeout).
The contractor's responsibilities include: performing pre-construction and post-construction test and balance (TAB) on all air handling units and VAV boxes; cleaning all VAVs by disconnecting and removing them from the system; installing access panels with proper sealing to allow future coil removal without system disruption; flushing all chilled water and hot water lines; and installing side stream filters on both chilled and hot water pump systems for continuous cleaning. The building will remain occupied during work with only one or two VAVs offline at any time. The contractor must maintain the HVAC system in operation, submit shop drawings for government approval, provide daily reports in RAKEN format with photographs and dump receipts by 0800 the following workday, video document all work areas before and after completion, coordinate with Civil Engineering Squadron on utility outages, and furnish a minimum one-year warranty against defects. All work must comply with UFC, UFGS, International Building Code, National Electrical Code, South Carolina Department of Health and Environmental Control regulations, and Shaw Air Force Base Design and Construction Standards. The contractor is responsible for obtaining all required permits, removing and disposing of hazardous waste per SCDHEC regulations, protecting non-movable government property, and restoring work areas to professional condition.
