About this file

This Request for Qualifications (RFQ) packet is issued by the City of Temple, Texas, seeking qualified firms to provide independent third-party construction materials testing (CMT) and related inspection services on an as-needed basis for City infrastructure and building projects. The scope of services encompasses testing and inspection associated with roadway construction, water and wastewater utility installation, site development, and vertical construction. The selection process follows Texas Government Code 2254 requirements for Statements of Qualifications. Firms are required to submit SOQs by the specified deadline to be considered for the as-needed contract award. The contract will be structured to support ongoing City infrastructure and building initiatives without a predetermined scope of work, allowing flexibility for project-based engagement as needs arise.

The RFQ packet establishes the qualifications and capabilities required for firms to perform independent materials testing and inspection services for the City of Temple. Successful respondents will be selected based on their demonstrated experience, technical expertise, and capacity to provide high-quality testing and inspection services across multiple infrastructure and construction project types. The as-needed contract structure allows the City to engage qualified firms for specific projects without committing to predetermined quantities or service levels, providing flexibility in procurement while ensuring access to qualified testing service providers when municipal projects require materials testing and inspection services.
