Wastewater Land Application Water Balance and Agronomy Consulting
Request for Qualifications
26-19882-SR
A. BACKGROUND
The City of Lubbock has utilized treated wastewater effluent for irrigation at the Lubbock Land Application
Site (LLAS) since, at least, the 1930’s. As early as 1968, it was recognized by the City that a water table mound had developed beneath the application site. It was also recognized that this groundwater contained high levels of nitrate nitrogen. In the 1970’s, the City began pumping groundwater from the water table mound into the Jim Bertram Lake System (JBLS) as part of a remediation program. The remediation program was formalized in the late 1980’s in response to an Agreed Order between the City and the predecessor to the Texas Commission on Environmental Quality (TCEQ). In 2009, the Agreed Order was dropped and the requirements became part of the Southeast Water Reclamation (SEWRP) operation permit.
The City is currently required by permit to conduct soil analysis on approximately 55 application areas on the
LLAS site and 37 application areas on the Hancock Land Application Site (HLAS). This data is collected by
City of Lubbock personnel and reported to the TCEQ.
The City of Lubbock is seeking a qualified firm or individuals to provide consulting services for water and nitrogen balance modeling, with site visits to verify the conditions at the LLAS and HLAS are consistent with TCEQ requirements. The model ensures the land application and farming activities do not add additional nitrates to the groundwater and that the high nitrate wastewater is balanced with the uptake of the land application sites’ crops so that nitrates are not leached into the groundwater. The primary intent and goal of this Request for Qualifications is to identify experienced firms or individuals with the necessary expertise and certifications to provide the City with the following services and expertise:
1. Provide professional engineering and agronomy consulting service requiring key personnel to be licensed in the State of Texas as professional engineers and licensed in the State of Texas as professional geoscientists;
2. Develop and prepare comprehensive soil and agronomy reports to meet the City and TCEQ permit requirements;
3. Develop, negotiate, document, and perform water and nitrogen balance modeling of site conditions to demonstrate compliance with TCEQ permit requirements;
4. Design, evaluate, pilot test, and oversee implementation of soil and groundwater remediation systems.
B. PROJECT SCOPE OF WORK
To accomplish the project purpose, it is expected that the following tasks may be necessary:
1. Water and Nitrogen Balance Modeling and Reporting:
a. Application reports based on water and nitrogen balance model
b. Model updates based on soil data, crop data, and application data
c. Model runs on proposed or actual management changes
2. Site visits by agronomist and/or engineer to verify model parameters and to inspect and report
Sodium Absorption Ratio (SAR) conditions;
3. Provide general agronomy consulting and;
4. Provide Remediation Engineering Services as needed.
Respondents to the RFQ should include information related to the qualifications of the firm to perform these work tasks.
Additionally, City of Lubbock personnel will be used to assist the selected Consultant with certain tasks of the project, where practical.
