About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by Florida's Turnpike Enterprise (FTE), a division of the Florida Department of Transportation, for technical support services and engineering commodities from V2X Aerospace LLC. FTE seeks to maintain support of its tolling infrastructure throughout Florida, specifically for systems utilizing proprietary hardware and software components from V2X Aerospace LLC. The contract encompasses a two-year term with services available on an as-needed basis, including technical support for the Transaction Host (TRH) environment, roadside Transaction Image Processors (TIP), Roadside Controller Units (RCU), software defect troubleshooting, code fixes, testing, data recovery operations, system enhancements, and integration services for component obsolescence. The posting date was October 2, 2026, with the last day for receipt of vendor information set for October 23, 2026. No specific bidders' conferences or site visits are mentioned in the document.

The estimated contract value is not to exceed $5,950,000.00. V2X Aerospace LLC is designated as the sole source based on the proprietary nature of its hardware and software components currently deployed throughout FTE's toll lanes. The justification for single-source procurement emphasizes that using non-compatible equipment and software would substantially increase costs due to additional software development, integration, testing, and operational burdens including increased staff training requirements, product licensing, and management complexity. Furthermore, introducing non-proprietary alternatives would increase operational risk by potentially complicating the integrated system platform and threatening the continuity of toll collection operations. The contract is funded through FTE's operational budget, with all technical support limited to systems leveraging V2X Aerospace LLC's proprietary technology and platforms.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

FTE operates and maintains toll lanes throughout the State of Florida. The proposed agreement provides for the necessary commodities and engineering services required to maintain support of those portions of FTE's tolling infrastructure that utilize hardware and software components proprietary to V2X Aerospace LLC. FTE has a requirement to maintain this system throughout its useful life.

Intended Single Source:

V2X Aerospace LLC 12792 Research Parkway Orlando, Florida 32826

Estimated Dollar Amount:

Not to exceed $5,950,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

V2X Aerospace LLC is the sole source for specific proprietary hardware components, software components, and system administration, along with the Transaction Host (TRH), that are needed to maintain production toll lanes. V2X Aerospace LLC’s proprietary software is currently deployed on roadside Transaction Image Processors (TIP) and Roadside Controller Units (RCU).

Updates to these specific software and hardware components will be on an as needed basis to maintain FTE's established performance standards or make required improvements needed for future applications including enhancements to system performance.

1.V2X Aerospace LLC will provide technical support to assist the Department with information, recommendations and solutions necessary to maintain the readiness and reliability of the TRH environment and roadside tolling system. These services shall be available on an as-needed basis.

Support shall be limited to the Department tolling platforms that leverage V2X Aerospace LLC proprietary software and hardware:

• Roadside code in escrow

• Transaction Host (TRH)

• Universal Financial Message (UFM) modifications or enhancement

• Support for software defect troubleshooting, code fixes, testing and data recovery operations

• Assisting in the enhancements of test host environments to support roadside improvements

• Audit subsystem

• Maintenance Online Management System (MOMS) subsystem

• Integration services for component obsolescence

• Camera API enhancements into TIP and RCU

• Transaction image processor

• TIP Optical Character Recognition (OCR) engine (new font)

• OCR fingerprinting implementation and integration services

• Roadside Controller Unit

• RCU rapid deployment configuration

• Knowledge transfer

• RCU upgrades (Statewide)

• Support of the development and configurations of new cameras into existing equipment

• Vehicle Detection and Classification (VDAC)

• Support of the development and/or integraton of new technologies into the existing system

• Provide coordination support between the Department, consultants, and contractors

2. Integration with the Florida’s Turnpike existing toll system:

The use of non-compatible hardware/equipment and software would increase costs due to additional software development, integration, and testing to introduce the necessary functionality within the current Toll System Replacement program (TSR). Furthermore, the introduction of non-proprietary equipment and materials would put additional burden on operations by requiring additional staff due to lost efficiencies associated with additional training, maintenance, product licensing, support and require the management of multiple locations by various operations teams.

Finally, the risk to the Department would potentially be increased by complicating the integrated system platform that could impact the continuity of toll collection operations.
