PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated construction project titled: San Juan Lateral Water Treatment Plant (SJLWTP).

This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations (FAR) in conjunction with Part 36.3 of the FAR as a two-phase design-build selection solicitation with full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were insufficient numbers of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a full-and-open competition.

PROJECT DESCRIPTION: The principal components of the work are listed under the project description below:

The Navajo-Gallup Water Supply Project (NGWSP) is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 280 miles of pipeline, several pumping plants, and two water treatment plants.

Principal components of work include the design, building, startup, testing, and commissioning of a new 18.8 million gallons per day (MGD) water treatment plant and associated components with capability to expand to 37.6 MGD. Minor component of work also includes the potential repair of the San Juan Lateral which will be incidental to performance and will be paid separately through its own Time & Materials CLIN to reduce offeror risk at time of phase two proposals. Offerors will not be required to warranty any previous work performed by downstream infrastructure contractors.

LOCATION OF THE WORK: Work for the SJLWTP is located south of Bureau of Indian Affairs (BIA) Route 36 (N36) approximately 6.1 miles east of the intersection of U.S. Highway 491 and N36. The intersection of U.S. Highway 491 and N36 is approximately 4 miles south of Shiprock, New Mexico, in San Juan County.

NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $39.5 million.

COMPETITION: Solicitation 140R4023R0016 is anticipated to be conducted as a full-and-open competition. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity.

DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $250,000,000 and $350,000,000.

SOLICITATION RELEASE DATE: All responsible sources may submit a proposal which shall be considered by the agency. A free, electronic copy of the solicitation will be available on APPROXIMATELY March 1, 2023, at https://www.sam.gov/. “Fedbizopps” is now a part of this website.
