This is an Invitation for Bid (IFB) issued by the Department of Information Resources (DIR) on behalf of the Department of Family and Protective Services (DFPS) for Hack The Box - Workforce Development Plan 1, a comprehensive cybersecurity training and simulation platform. The procurement seeks to provide DFPS staff with hands-on cybersecurity training through an interactive learning environment featuring guided learning paths, vulnerable systems labs, browser-based virtual machines, and centralized management and analytics tools. The solicitation was issued on March 24, 2026, with a deadline for questions by March 30, 2026, and responses due by April 8, 2026, at 2:00 p.m. Central Time. No bidders' conference or site visit is specified in the document. The contract will commence on the date of award and remain in effect for 12 months, with DIR retaining the option to extend for up to two additional 12-month terms at its sole discretion. The anticipated award date is on or after April 9, 2026.

Respondents must provide detailed pricing in the specified pricing table for the 12-month initial term and optional renewal years. A Subcontracting Plan is required for bids valued at $100,000 or more for the initial term and all optional renewals combined, with an identified goal of 21.1% for subcontracting. No incumbent vendor or current contractor is identified in the solicitation. Respondents must comply with multiple Texas Government Code requirements, including Electronic Information Resources accessibility standards (WCAG 2.1 AA), complete Accessibility Conformance Reports (VPAT 2.4 or higher), and submit a Policy Driven Adoption for Accessibility self-assessment questionnaire. TX-RAMP certification is not required as Hack the Box is noted as out of scope. All responses must include a signed W-9 form, and respondents must meet various certification requirements regarding vendor performance, debarment status, and compliance with state law. The specific contract value and funding source are not detailed in the available documentation, though the procurement is sourced through DFPS's fiscal year 2026 budget allocation.
