About this file

This document is a Federally Funded Subrecipient Agreement between the State of Florida Department of Commerce and Escambia County for the Community Development Block Grant Disaster Recovery (CDBG-DR) Rebuild Florida Infrastructure Repair Program. The agreement provides $10,015,000.00 to Escambia County to acquire, demolish as needed, and build a new Evacuation Shelter/Multi-Purpose Facility in the Town of Century. The project stems from Hurricane Sally's impact in September 2020, which caused substantial wind damage and flooding in northwest Florida. The agreement is effective from the last executed date until June 30, 2027, unless otherwise terminated, with the primary goal of helping the community recover and rebuild infrastructure damaged by the hurricane.

The funding is entirely federal, sourced from the U.S. Department of Housing and Urban Development (HUD) through the CDBG-DR program. The funds are designated to support infrastructure activities such as restoration of damaged infrastructure, demolition and rehabilitation of buildings, repairs to essential community facilities, and implementation of mitigation strategies. The project must benefit low- and moderate-income persons, with at least 70% of the grant amount dedicated to such populations. The county will directly manage the project, including implementation, architecture, engineering, construction, and vendor procurement. The funding cannot be used for religious activities, and the county must comply with various federal regulations including fair housing, equal employment opportunity, and nondiscrimination requirements.
