1. General Project Information
1.1. Design/Build (D/B) Delivery
This Design/Build Statement of Work (SoW) identifies the design and construction services required of the D/B Team to complete the turnkey project as further described in the succeeding paragraphs. Provide the professional design services required to support the SoW necessary to provide design drawings and specifications for review and approval by the Government.
The Design includes but is not limited to the following: Provide the services of all licensed design professionals in the disciplines required to produce the design analysis, estimate, schedule, drawings, and specifications which shall describe the facility in strict accordance with the requirements of this SoW. The Build includes, but not limited to, the following: Field verification, provide all labor, tools, materials, equipment, permits, and licenses required to construct the project in strict accordance with the requirements of this SoW.
1.2. Project Overview
The project consists of the design and construction of a new trailer storage pad on Kirtland AFB to support an incoming mission. The project is in a controlled area called the “740 Area MSA”. The new trailer storage pad will be a 100 ft x 100 ft concrete pad for storing up to eight (8) small trailers.
1.3. Attachments / Reference Documents
The following documents are applicable to this SoW to the extent specified herein.
These documents are provided with this SoW to assist the D/B Team to field verify the accuracy of any information that has been provided by the Government. It is the D/B Team’s responsibility to field verify the accuracy of any information that has been provided by the Government.

2. Scope Requirements The following requirements apply to the D/B Team throughout design and construction of the project.
2.1. Introduction
2.1.1. Design Phase Requirements: This SoW identifies the criteria and requirements required by the D/B Team to perform the work necessary to design, coordinate, and construct this project. The D/B Team shall take extra steps to assign or provide all design and engineering services deemed necessary for a well-coordinated project. The attachments listed are reference documents to serve as supplemental information for D/B Team’s use during the design phase of this D/B project. It is D/B Team’s responsibility to develop coordination drawings and engineering calculations of a turnkey construction project. Government review and approval by Kirtland AFB Civil Engineering Division (CE) and Kirtland AFB Contracting Division (PKC) shall be required at every design phase. The document review and approval shall be via the formal submittal process in Section 4.8 of this SoW. The D/B Team shall provide all design and installation services required for the completion of this SoW. The design and installation shall be in accordance with all applicable codes, specifically those listed in Section 3.9.
2.1.2. At present, the Government is unaware of any HAZMAT conditions for this project. However, in the event of any cultural, archeological, or Unexploded Ordnance (UXO) discoveries/suspected, the D/B Team is to immediately notify the Contracting Officer (CO). A formal, funded modification will definitize the necessary contract action. A Suspension of Work may or may not be issued. All D/B Team and subcontractor personnel visiting the project site are required to receive UXO training from 377th Civil Engineering Division, Explosive Ordinance Disposal (377 MSG/CED). Suspected UXO will be investigated and disposed of by 377 MSG/CED.
2.1.3. Operational Security (OPSEC) Training - 377 MXS personnel will provide a Controlled Area briefing each time contractors enter the area.
2.1.3.1. The Contractor’s management will ensure that all employees, to include any sub-contractor employees, performing work on this effort receive an Operations Security (OPSEC) Awareness Briefing/Training prior to starting work and the briefing/training must be accomplished prior to entering the work site on day one of the work effort. The Government (i.e., Contracting Officer, Unit Security Assistant, Unit OPSEC Coordinator, or 377 Air Base Wing OPSEC/Signature Manager (377 ABW/SMO)), can provide a tailored lesson plan for use by the Contractor’s management to ensure training requirements are met. It is critical that Contractor employees fully understand the importance of not discussing work details associated with this work effort, such as: actions or activities observed, the Statement of Work, as-built, or other drawings, etc., in public or outside of the worksite. The Contractor’s management will track all training by employee name and date the training was provided using a spreadsheet or similar document, such as a sign-in roster, and provide a copy to the assigned CO.
2.1.3.2. All D/B Team members shall be U.S. citizens.
2.1.4. Scheduling the Work – The D/B Team shall schedule appropriate construction phasing. Coordinate all scheduling with the using agency. The D/B Team shall submit updated schedules as required in Section 5.4 of this SoW. The Project Manager (PM) will be responsible to notify the Facility Manager (FM) who may notify other building Users of upcoming schedule events. The D/B Team shall comprehensively coordinate with the CO and PM to schedule any utility outages such as electrical, water, gas etc. The CO is the only official with contractual approval authority. All contract personnel must always be escorted unless they have proper clearance through an Entry Authorization List (EAL).
2.1.5. Field Verification - Descriptions of the project scope provided in this SoW, is solely for the purpose of revealing the general nature of the work involved. The D/B Team is responsible for providing all field investigations needed to confirm existing conditions and ensure the design has accounted for current field conditions.
2.1.6. Produce complete and usable project - The D/B Team shall design, furnish all parts, material, equipment, labor, and supervision as required to install and produce a complete project.
2.1.7. Weather precautions during inclement weather. If inclement weather is imminent at any time the D/B Team shall take precautions to safeguard the sites runoff of basecourse materials and to eliminate any increase or decrease of water to concrete ratio. The D/B Team shall monitor weather conditions and take every precaution to safeguard the pad prior to the onset of precipitation and at the end of each workday. In heat conditions all accelerators and retarders used in the concrete must be approved by 377 MSG/CE Environmental section.
2.1.8. Warranty – D/B Team shall furnish an overall warranty for 1-year upon Beneficial Occupancy Date (BOD) by the Government. Each subcontractor shall also provide a specific individual warranty for 1-year upon BOD. The D/B Team shall coordinate with any / all manufacturers’ extended warranties for special components / systems. Extended warranties shall identify exactly what component / system is being warrantied and the duration of the warranty.
Include the specific extended warranty requirements for special components / systems in the Specifications prepared by the D/B Team.
2.2. Trailer Pad
2.2.1. Attachment A provides a project location and lay-down area map for the project. There will be parking on the concrete pad for loaded and unloaded trailers. No parking stripes or directional arrows are required on the concrete pad. The center of the north edge of the pad shall be located 390 feet from the southeast corner of Building 733.
2.2.2. The concrete parking slab shall be 100’x100’ in horizontal dimension and approximately 8” thick minimum, constructed of a minimum of 4,500 psi strength concrete, and meet the mix design requirement for ACI 318-19 exposure class F2, air entrained concrete per ACI 318-19 Table 19.3.3.1.
Contingency plan must be voiced when faced with inclement weather (freezing, rain, heat) all accelerators, retarders, and concrete blankets must be approved.
2.2.3. Concrete pad shall be reinforced, and joints shall be smooth doweled at sawed contraction joints and at construction joints. Space construction joints at 12’-6” on center and sawed contraction joints at 12’-6” on center in each direction to maintain a square joint pattern. The design of the construction joints will follow the slab proportions according to the applicable UFC.
2.2.4. All joints shall be sealed and the pad cement finish shall be a rough broom.
2.2.5. The concrete parking slab shall be designed to carry loads of the tractor used to pull tractor trailers with a total load of 50,000 lbs. Trailers are 32” high, 84” wide and 18’ long with a maximum turn radius of 200”. Each trailer has two axles with one tire on each end (four total tires) and are open sided flatbeds.
2.2.6. Attachment B provides a preliminary trailer pad grading and layout plan that shows the desired direction and slope (maximum 5.0%) for hard surfaces and 1.0% to 3.6% for open ditches, maximum 4:1 slope of the bank side slopes.
Attachment C provides the AFCFS and IFS Reference for Kirtland AFB.
2.2.7. The GPS coordinates for the four corners of the pad will be provided at the time of award. The D/B Team is responsible for locating and verifying the corners of the pad.
2.3. Roads and Drives
The new concrete pad will abut the existing road on the west side.
2.4. Grading and Stormwater
2.4.1. The existing grading and handling of storm water run-off shall be controlled by site grading, ditches, and on-site sediment control basins. There will be an increase in runoff post-development due to new hard surfaces.
2.4.2. Grading shall direct surface flows to ditches beside the pad and conduct stormwater to two sediment traps at the end of the ditches. One sediment trap near the northwest corner of the pad and one sediment trap near the southwest corner of the pad.
2.4.3. Sediment traps shall be sized according to the amount of stormwater flow.
Natural flow will be from northeast to southwest. Refer to Attachment B.
Sediment traps shall be so designed to facilitate sediment removal by maintenance. No wire tied riprap will be allowed.
2.4.4. Sediment traps shall be lined with appropriately sized stones with geotextile liners and rip-rap overflow to minimize erosion. Harden ditch bottoms where required to limit erosion and side slope to the ditches at a maximum slope of 5:1.
2.5. Exterior Electrical Service
2.5.1. Electrical power shall be provided for this project to energize the pad lighting, per the applicable UFCs. B733/B737 are the nearest electrical source. DoR must validate sufficient power supply (see Attachment D).
2.5.2. Conductors providing electrical power to the lighting must be buried a minimum distance of 60 feet from any portion of the pad.
2.6. Exterior Lighting
2.6.1. Provide and install new pole-mounted LED luminaires around the trailer/equipment pad and terminate at access road. The light poles will be on the exterior of the pad. The light poles may also be used to support the lightning protection described below, provided that the lightning protection is located above the lights. These poles shall be designed by the D/B Team. There shall not be a new light pole within the concrete pad on the west side.
2.7. Lightning Protection System
2.7.1. Provide and install a new mast lightning protection system shielding the trailer/equipment pad. The lightning protection shall be a Catenary System designed to intercept a direct lightning strike and convey it to ground adjacent to the pad.
2.7.2. D/B Team shall provide detailed design drawings of the lightning protection system per DESR 6055.09 AFMAN91-201, 28 MAY 2020 Section V1.E5.2.3.3.2.9.2.
3. Design/Build (D/B) Requirements The following requirements apply to the D/B Team throughout design and construction, and turnover of the project. DD1354 due at 95% design.
3.1. All work that alters real property is managed and coordinated through Kirtland AFB Civil Engineering. Transferring real property is done by submitting the DD1354 form; the process is discussed in specification Section 01 72 80 and Section 5.17 of this SoW.
3.2. Consistent Licensed Design Leadership - The D/B Team lead Registered Architect (RA), or Professional Engineer (PE) shall be responsible for producing the design documents and for consultation throughout the entire duration of the project (including the construction phase). The design documents shall require the acceptance of the CO and PM prior to start of construction.
3.3. On-Site Field Verification – RA or PE leading the D/B Team is responsible for visiting the site and conducting all field investigations that will allow for the execution of a complete design. The D/B Team shall coordinate all site visits in advance with the CO and PM. The PM shall be responsible to coordinate all site visits with the FM.
3.4. Checking the Design Package - Drawings/specifications prepared by the D/B Team shall incorporate the required scope of work contained in this SoW. The D/B Team shall provide all required documents and ensure drawings and specifications have been reviewed by the D/B Team prior to each deliverable submission to the Government.
3.5. Verify Information Needed for Design - D/B Team shall be responsible for obtaining additional information required to execute the design. This shall include creation of as-builts, site measurements, surveys, tests, and other material necessary to provide the D/B Team with an adequate basis for design. Field verify any as-built, site survey, geotechnical information, or other information provided by the Government.
3.6. Design Package to Support Section 2.0 - Scope Requirements - Provide comprehensive Title I design services to support the construction of any / all scope of work items listed in Section 3.0. Design shall include techniques to minimize disturbance to the surrounding areas and User within the controlled site, 740 Area MSA. Design submittals shall include technical specifications for all aspects of the drawings.
3.7. Inspections During Construction - The RA or PE leading the D/B Team is responsible for visiting the site and conducting all field investigations that will allow for the execution of a complete design. The D/B Team shall coordinate all site visits in advance with the CO and PM. The PM shall be responsible to coordinate all site visits with 377 MXS personnel.
3.8. Refer to Sub-Section 4.8. (Tables 4.8.1 and 4.8.2) for criteria & requirements for the actual design deliverables.
3.9. Compliance with Codes, References, and Standards - All work shall be in strict compliance with all applicable codes as adopted and modified by the State of New Mexico, Department of Defense, current NFPA, NEC, IMC, IPC, applicable UFC’s, AFI’s and all local building codes and ordinances. Governing code is the current IBC.

3.10. The D/B Team shall provide all labor, materials, equipment, and method and means that are going to be used as required for a complete construction project, per drawings and specifications included with this SoW.
4. Drawing and Specification Standards
4.1. Contract Drawings
4.1.1. Design Services
4.1.1.1. Conceptual Design (35%): The D/B Team shall submit a conceptual design package that shall include applicable deliverables described in Section 4.8.
4.1.1.2. Pre-Final Design (95%): The D/B Team shall submit a pre-final design package that includes applicable deliverables described in Section 4.8.
4.1.1.3. Final 100% Design: The final 100% design shall include all drawings and specifications with all comments and corrections incorporated.
4.1.2. Drawings shall be prepared in AutoCAD.
4.1.3. Full size drawings shall be 24" x 36". Reduced drawings shall be 11" x 17".
4.1.4. All applicable base activity representatives shall sign final drawings. The project architect/engineer shall stamp, date, and sign all final drawings prior to final base representative signatures.
4.2. Geospatial Data
Geospatial/mapping data is required to be submitted for all work outside the bounds of footprints of site location. Contract deliverables that involve maps or other geospatial data shall be delivered in a geo-referenced GIS (Geographic Information System) or geo-referenced CAD format. For vector data, this shall be an ESRI geodatabase format (10.x) approved shape file by the IGI&S (Installation Geospatial Information and Services). For raster data, this shall be an ESRI compatible format.
4.2.1. All contract deliverables listed below that involve mapping or other geospatial data shall meet the following requirements:
4.2.2. These deliverables include, but are not limited to:
4.2.2.1. Site plans
4.2.2.2. Record drawings
4.2.2.3. Engineering designs, plans, or surveys.
4.2.2.4. Topographic surveys or studies
4.2.2.5. Boundary or Cadastral surveys
4.2.2.6. Master Plan drawings
4.2.2.7. Utility (electrical) designs, plans, surveys, and studies
4.2.2.8. Pavement, Grading, or Excavation plans
4.2.2.9. Soil/Geology studies or surveys
4.2.2.10. Environmental assessments, surveys, studies, or plans
4.2.2.11. Historical or Archaeological surveys, studies, or plans
4.2.3. Survey
Global Position Systems (GPS) or comparable traditional survey methods shall be used to collect geospatial data (e.g., northing, easting, and elevation above or below the Earth's surface) for all contract activities where geospatial data is involved. For construction purposes this data shall be obtained at the time of construction and prior to burial in the case of underground utilities. Survey methods shall meet accuracy standards for actual results.
4.2.3.1. Accuracy: Information shall be collected at no less than sub-foot for base areas and sub-meter for areas outside of the base boundary. All data shall be collected within sub-meter accuracy, except for utilities underground data, which shall be collected at survey grade accuracy of 1 foot or less.
This data shall meet or exceed National Map Accuracy Standards at the corresponding scales. Delivered data shall meet these accuracy standards at no less than 95%.
4.2.3.2. Projection/Coordinate System: Geospatial data shall be delivered in a georeferenced GIS (Geographic Information System) format. All geospatial data shall be delivered in the WGS_1984_UTM_Zone_13N coordinate System in Meters.
4.2.3.3. Feature Attributes: The D/B Team shall identify the classification, type, size, location, ID number, and any other necessary attributes (specified by the Government) for all surveyed, mapped, designed, or proposed features.
4.3. Delivery Format
4.3.1. Note: No deviations from the Government's established standards shall be permitted unless prior written approval of such deviation has been issued by the Contracting Officer. All linkages of non-graphical data with graphic elements, relationships between data objects and attributes, and report formats shall be maintained.
4.3.2. All data deliverables (plans, surveys, studies, imagery, designs, etc.) shall be in a digital (electronic information) format and shall be delivered in a format that is directly compatible with the CADD/GIS Technology Center’s Spatial Data Standards version 4.0 (or latest version available).
4.3.3. The following procedures shall be performed before a file is placed on the delivery media:
4.3.3.1. Include all files, both graphic and non-graphic, required for the project.
Make sure all files are in the same directory, and that references to those files do not include device or directory specifications.
4.3.3.2. Ensure all reference (external reference) files are attached and without device or directory specifications.
4.3.3.3. Remove all extraneous graphics/text outside the project border area and set the active parameters to a standard setting (or the setting contained in the seed or prototype file).
4.3.3.4. Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project.
4.4. Drawing Content Requirements
4.4.1. Demolition – Include demolition locations of site elements, architectural elements, and utilities to be disrupted or relocated by construction. Include selective architectural, mechanical, civil, and electrical removal plans clearly indicating scope of work of demolition.
4.4.2. Architectural – Include dimensioned pad plan, concrete, and soil type with compaction specifications IAW UFC 3-310-07. Provide material and color selection presentation board (only those required).
4.4.3. Civil – Include dimensioned site plan, detailed parking, sidewalk, building, fencing, paving, grading, drainage plan, calculations, and utility plans (only those required)
4.4.4. Electrical – Medium & High-Voltage: Include Medium & High-Voltage Plan (drawn to scale), special systems plan, equipment schedules, and details.
4.4.5. Electrical – Building Low & Line Voltage: Include electrical power plans, special systems plan, lighting plans, equipment schedules, one-line diagrams and details.
4.5. Specifications
4.5.1. D/B Team shall develop and submit custom technical Specification Sections for all materials and systems required to provide a complete project. The Government has provided Specification Sections for the ‘front end’ or Division 1 requirements.
4.5.2. Specifications shall be delivered at each design submittal stage in accordance with Section 4.8.
4.5.3. Technical Specifications shall be written according to Unified Facility Guide Specifications (UFGS) format. The D/B Team shall edit the technical specifications provided by the Government in the Whole Building Design Guide website to be project specific prior to inclusion in Contract Documents. Front-end Specifications are provided with this SoW.
4.5.4. The D/B Team shall avoid the use of "proprietary type" specifications. When necessary to use a manufacturer's name to describe a type of product, at least three manufacturers shall be named, if possible, and shall include the words "or approved equal". Brand name or "or equal" descriptions may be used when there are no specifications available covering the items or when it otherwise is not feasible to describe the requirement.
4.6. Design Analysis
4.6.1. Design Analysis (DA) – Shall be provided bound on 8-1/2” x 11” paper and on approved electronic media as approved by the Base Civil Engineer. It shall be arranged by discipline, meet all division specific UFC requirements, and support design decisions made throughout the design. The DA shall also contain as a separate section, all previous design review comments annotated with action taken, cost estimate, and a listing of any outstanding issues requiring resolution. Drawings and specifications shall be submitted under separate cover.
4.6.1.1. Provide the following with each submittal to produce the various elements of a complete DA.
4.6.1.2. Purpose: The DA contents shall:
4.6.1.2.1. Provide a narrative description of the key elements and features of the design.
4.6.1.2.2. Provide a basis for design, including assumptions and design criteria such as temperature, humidity, and structural loads.
4.6.1.2.3. Provide the information, justification, and calculations of the design.
4.6.1.2.3.1. Calculations need not be resubmitted at each point if the previously submitted calculations were complete and no corrections or changes were required. However, if calculations are not included with a subsequent submittal, the contents shall reference previous submittals to include date, submittal title, volume number, and pages where the calculations may be reviewed. All calculations shall be included in the Final Design Submittal.
4.6.1.2.4. Provide the designer’s thought process in the development of the design.
4.6.1.3. The format and organization within the outline are at the discretion of the D/B Team. The submittal topics in addition to what is discussed above, the design analysis shall include equipment and material data cut sheets of proposed products where applicable.
4.6.1.4. Confirmation of program requirements, concept sketches, photographic documentation, existing building/site analysis, sampling data including all test results, survey reports, and any other information necessary to clearly define the scope of the project.
4.6.1.5. Criteria: List all Air Force manuals, regulations, instructions, military handbooks, UFC, codes, design guides, Comprehensive Plans (CPs), and CP bulletins used by the D/B Team for guidance in the project design.
4.6.1.6. Analysis Summary:
4.6.1.6.1. Describe the Scope of Work
4.6.1.6.2. Identify any violations of criteria that would occur if the project were constructed as described in the design documents.
4.6.1.6.3. Recommend phasing of construction if required to meet user needs.
4.6.2. The Government shall provide the D/B Team any existing documentation pertinent to the project. It is the D/B Team’s responsibility to field verify the accuracy of any information that has been provided by the Government.
4.6.3. Applicable Documents
4.6.3.1. The D/B Team shall identify and comply with all applicable federal, state, and local laws, statutes, Executive Orders, Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies. The D/B Team shall comply with the National Institute of Building Sciences’ Whole Building Design Guide Construction Criteria Base (CCB) Unified Facility Criteria (UFC) and all the related libraries. The primary criteria are the Air Force Criteria from the Documents Library. The Unified Facilities Guide Specifications (UFGS) is the mandatory starting point for all specifications, and shall not be deleted, materially modified, or made less stringent without Government approval. It is the D/B Team’s responsibility to identify and comply with all applicable requirements. It shall be the D/B Team’s responsibility as the Designer of Record (DoR) to identify any design/construction criteria waivers that are warranted for the project and to accomplish all necessary coordination activities necessary to obtain approval of these proposed waivers through the CO and PM.
4.7. Description & Organization of the Design Work
4.7.1. The D/B Team shall provide all labor, materials, and equipment as required to produce a complete project.
4.7.2. Design Considerations
4.7.2.1. The D/B Team shall utilize available information provided as the basis of the design for the proposed project.
4.7.2.2. The D/B Team is responsible for visiting the site and conducting all field investigations that will allow the execution of a complete design. Site visits shall be coordinated through the PM and FM at least two (2) weeks in advance of proposed site visit.
4.7.2.3. Design documents shall include design techniques to minimize disturbance to the surrounding areas and base activity as well as minimize construction costs and environmental concerns. Design submittals shall include specifications for the aspects included in the design drawings.
4.7.2.4. The D/B Team shall be responsible for obtaining additional information required to execute the design. This may include creation of as-builts, site measurements, surveys, tests, and other material necessary to provide the Contractor with an adequate basis for installation.
4.7.2.5. The design shall be in accordance with this Statement of Work and all pertinent Kirtland AFB and Air Force documents.
4.7.2.6. The D/B Team shall field verify any as-built, site survey, geotechnical information, or other information that may have been provided by the Government.
4.7.2.7. The design documents shall require the acceptance of the Government prior to construction.
4.7.2.8. Meeting review minutes and design review comment responses are the responsibility of the D/B Team.
4.8. Delivery Schedule
4.8.1. Period of Performance
4.8.1.1. The start of design and construction shall be approved by the CO in writing as two (2) separate Notices to Proceed (NTP). Calendar days provided in the table below are “typical” timeframes to accomplish submittals and final inspection/acceptance which should be considered when developing the overall schedule.
4.8.1.2. Note that the timing of the Construction NTP is dependent upon the approval of the design by the Department of Defense Explosives Safety Board (DDESB) for the design of the trailer pads. Approval can take up to 6 months or more.
4.8.1.3. D/B Team shall provide 1) an overall schedule to meet the period of performance date/completion date; and 2) a 4-week look ahead with the existing week to show how work is to progress from start to completion.
The days provided in the table below are ‘typical’ timeframes to accomplish plans review, submittal reviews and final inspection/acceptance which should be considered when developing the overall schedule.
4.8.1.4. The Government requires completion of the project within 296 days of contract award. The following table shows the timeframe of each requirement.

5. General Construction Information
5.1. Place of Performance: 740 MSA, Kirtland AFB, Albuquerque, New Mexico.
5.2. Facility/User Coordination
5.2.1. Project Coordination: All work shall be coordinated with the CO in conjunction with the PM and CE. The PM shall coordinate with the facility user.
5.2.2. Minimize interference with regular Kirtland AFB activities: The D/B Team shall plan construction activities to minimize interference with the normal activities of Base occupants in the remaining areas of the facility, neighboring facilities, surrounding streets, and parking areas.
5.2.3. The D/B Team shall not have access to the facilities restrooms. Provide alternate facilities to accommodate the construction workforce.
5.2.4. Owner Occupancy: The project shall be scheduled and executed to minimize conflict and to facilitate User's operations. Changes to the approved schedule shall be vetted through the CO to support minimal operation impact.
5.2.5. D/B Team shall be flexible regarding facility User and Fire Department requirements when coordinating work near active missions, outages, and construction activities that may interrupt or interfere with the User’s mission.
5.2.6. D/B Team shall phase construction activities to least affect the active mission identified above. Any construction activates that will affect or interfere with the active mission shall be coordinated with the User four (4) weeks prior to the start of those activities.
5.3. Access, Security, and Escorts
5.3.1. This project occurs within a controlled area. All D/B Team personnel shall be submitted for access at minimum fourteen (14) business days prior to entry date. Personnel includes workers, delivery drivers, inspectors, and approved visitors. An Entry Authority List (EAL) shall be required at entry into the location via Kirtland AFB personnel operating in that specific area. Being this project is located in a secured area and shall require all frequency devices (cell phones, laptops, surveying equipment, all items with Bluetooth, etc.) a hazards of electromagnetic radiation to ordnance (HERO) clearance through the Weapons Safety (SEW).
5.3.2. Guidance describing the responsibilities of each party (D/B Team, User, SFS, and Kirtland AFB) for operating under the EAL:
5.3.2.1. Individuals shall provide the following information for the Entry Authorized Listing:
5.3.2.1.1. Full Name
5.3.2.1.2. Driver's License Number
5.3.2.1.3. Dates of visit
5.3.3. Identity shall be verified against the EAL via current photo ID each time an individual enters the area.
5.3.4. D/B Team supervisor/foreman must always keep a contactable device on their person and provide contact info to Munitions Control for emergency situations.
5.3.5. The individuals with EAL access will have unescorted access but not escort privileges (i.e., if additional workers, etc. show up and are not on the EAL, contracting individuals will not be allowed to escort personnel into the Controlled Area).
5.3.6. D/B Team personnel shall not be provided gate codes. Ingress and egress shall be managed by user.
5.3.7. Evacuations
5.3.7.1. Lightning Watch (potential to occur within 5 nautical miles within 30 minutes). Evacuation shall be to Building 737 or contractors are free to leave the area.
5.3.7.2. Active shooter or other base security incidents. Evacuation shall be to Building 737 and shelter in place.
5.3.7.3. Industrial or explosive incidents to include spill reporting. Evacuation shall be to Building 737 and shelter in place OR the appropriate withdraw distance for explosives/chemicals involved.
5.3.7.4. During the months of March and September, the base conducts Fire Drills with the Fire Department. The D/B Team shall work with Building 737 and the proper protocols.
5.3.8. Due to the hazardous nature of the Munitions Storage Area, all personnel must be ready to evacuate (if directed) due to incidents listed above.
5.4. Schedule and Planning Requirements
5.4.1. The D/B Team shall provide, with each progress payment, a Critical Path
Method (CPM) schedule for tracking work progress for the entire project from NTP to closeout documents. The CPM schedule shall detail the project schedule and status using Gantt charts, which shall depict percent complete for each definable feature of work, including submittal and long-lead procurement status.
The D/B Team shall prepare and submit an AF Form 3064 and AF3065 for approval. NOTE: For planning purposes, the D/B Team shall include a line item in the schedule of values and progress schedule of each task order for completion of punch-list items, site clean-up, demobilization, and final construction (as-built) drawings. The amount of this line item shall be equal to 10% of each CLIN or $100,000, whichever is less. The Government will not pay final invoices for this amount until all punch-list, site clean-up with documented Government acceptance of site condition, and demobilization activities are complete, final construction drawings are delivered, and final acceptance is made.
5.4.2. The D/B Team shall submit 4-week look ahead schedule to show how work is to progress from start to completion. 4-week look ahead schedule shall be submitted every week.
5.4.3. Utility outages: 30-day notice is required to schedule outages.
5.5. Guidance and Requirements Review
5.5.1. The first design submittal required by each Task Order (TO) shall include a guidance and requirements review. The documentation of this review, which shall be revised as necessary during design development and included in the final “for construction” 100% design submittal, shall be included in the “General” section of the design drawings.
5.5.2. This review shall include:
5.5.2.1. A listing of all building-related codes that are applicable to the project, along with the versions of each code used in the review.
5.5.2.2. As applicable, an identification for each area of each facility that will be modified by the project of the occupancy classification as determined by the DoR, and any other area of each facility that will be impacted by the modifications.
5.5.2.3. A listing of all Unified Facilities Criteria (UFC) documents (most recent version of each document as of TO award date) applicable to the design and/or project. The UFC listing is available at https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc [as of 1 Aug 2023].
5.6. Designer of Record (DoR) Requirements during Construction
5.6.1. The DoR shall perform the following requirements during construction of the project:
5.6.1.1. The DoR shall review ALL submittals, whether generated by the general
D/B Team or a subcontractor, for correctness, completeness, code compliance, safety requirements, design intent, and legal sufficiency prior to submission of each submittal to the Government. The DoR shall provide a recommendation to approve or disapprove the submittal, with a complete and detailed description of the reasoning for disapprovals, and the recommendation shall be stamped and signed by the DoR on the cover page.
5.6.1.2. The DoR shall review ALL Requests for Information (RFI) by the D/B Team for correctness, completeness, code compliance, safety requirements, design intent, and legal sufficiency prior to submission of each submittal to the Government. The DoR shall provide a recommended response to the RFI, with a complete and detailed description of the reasoning for the recommended response.
5.6.1.3. Not less than once per calendar month, the DoR shall visit the site and review the red line drawings being maintained by the construction D/B Team. Within seven (7) calendar days of the inspection, the DoR shall issue a report to the Government evaluating the accuracy and currency of the red line drawings. The report shall be stamped and signed by the DoR.
To the greatest extent practicable, the DoR shall issue the report to the Government prior to, but not more than three (3) duty days prior to, the general D/B Team’s monthly payment application.
5.6.1.4. The DoR is responsible for all design/engineering aspects of the project through project close-out.
5.7. Staging, Storage, and Parking
5.7.1. The Government will designate an area for construction staging and storage located within the approved lay-down yard. The D/B Team shall limit the size https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc of the staging area as shown on Attachment A – Project Location Map and Laydown Area. The exact location will be discussed and determined in the pre-construction meeting. The location shall not impede access for emergency response vehicles and personnel.
5.7.2. The building components and assembly materials shall be stored as designated by the manufacturer within the lay-down yard.
5.7.3. Construction vehicle parking shall be only within the approved lay-down yard or in designated parking spaces. Personally Owned Vehicles (POVs) are not permitted within the Controlled Area, in roadways, or on natural areas. Exact area designations to be discussed during the pre-construction meeting. Parking will not be allowed on sidewalks or grass areas.
5.7.4. Limit to Construction Start-up shall not commence without prior coordination with, and approval from, the PM and CO per the NTP.
5.8. Availability of Site
5.8.1. Workdays are normally defined as 8-hour duty days of Monday through Friday, excluding Federal holidays and family days. Normal hours of operation are 7:00 AM to 4:00 PM. Outages to the facility shall be kept to a minimum, confined to the weekends, and scheduled 30 days in advance. Close coordination with the FM is required for power outages to prevent security problems at the installation.
5.8.2. Holidays: All Federal holidays are observed and are not considered duty days.
Escorts are unavailable.
5.8.3. Work after business hours, on weekends, Federal holidays, and family days will be allowed if requested (fourteen) 14 days in advance to the CO in writing and not interfere with Base missions and is contingent on adequate escort personnel being available. The PM shall coordinate with the User if approved by the CO.
5.9. Schedule and Planning Requirements
5.9.1. Provide with each progress payment, a CPM schedule for tracking work progress for the entire project from NTP to closeout documents. The CPM shall detail the project schedule and status using Gantt charts, which shall depict percent complete for each task.
5.9.2. Submit 4-week look ahead schedule to show how work is to progress from start to completion, if warranted, also submit a drawing to visually to depict areas of work during the same period. 4-week look ahead schedule shall be submitted every (two) 2 weeks unless major changes happen between the (two) 2 weeks that can affect coordination with Kirtland AFB. See Spec. Section 01 32 16.00 20 for details.
5.10. Meeting and Conference Requirements
5.10.1. Meeting/Teleconference Support - conduct meetings necessary to support design coordination and each design review. Lead and support monthly meetings and/or teleconferences throughout the construction phase of the contract. Prepare and maintain the monthly meeting agenda report which shall include the record of new and old discussion of technical issues, percent complete actual versus planned, and tabular report for Requests for Information (RFIs) and submittals (open and upcoming). Submit the meeting agenda in writing to the CO, PM, and CE prior to the monthly meeting. Prepare, update, and submit in writing to the CO, PM, and CE monthly, a four (4) week look ahead schedule to demonstrate construction progression from start to completion.
5.10.2. Prepare minutes for meetings, including teleconferences, design reviews, weekly meetings, and Red Zone Meetings, and distribute minutes to attendees within three (3) working days.
5.10.3. Red Zone Meeting - support Red Zone Meetings as part of the closeout process of the project. The Red Zone shall commence at 65 % of construction completion. At these meetings, the D/B Team and the project stakeholders shall discuss, define, and achieve consensus on actions necessary to complete construction and support User occupancy. Meetings at the beginning of the Red Zone period will be held every two (2) weeks then increase to weekly towards the final month of the project.
5.11. Notification Requirements
5.11.1. The D/B Team is required to notify the CO and PM of anything they believe is outside their scope of work and/or beyond their control that could impact cost, schedule, or quality. Additionally, the D/B Team is required to notify the CO and PM of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited, to health risks, spills, and changes in critical or key personnel. If encountered. immediately stop work, report the discovery to the CO and PM, and implement the appropriate safety precautions. Field activities shall not resume until clearance is received from the CO. On critical issues, verbal notification shall be made immediately, followed by written notification as soon as practical within the succeeding 48 hours.
5.11.2. Utility outages: Outages require (thirty) 30-day notice to schedule and shall not take place during hours of operation.
5.11.3. The D/B Team shall perform an emergency evacuation briefing for all workers in the construction phase of the project.
5.12. Permits / Environmental Requirements
5.12.1. The following permits are applicable, and approvals are required by Kirtland
AFB, Local, County, and State prior to construction start, which includes compliance with all guidance provided by Kirtland AFB on the Form 103 Digging Permit Request.
5.12.2. Obtain the following permits:
5.12.2.1. Kirtland AFB Landfill Permit (for Soil/C&D Waste only)
5.12.2.2. Welding/Burn Permit (obtained from Kirtland AFB Fire Department)
5.12.2.3. Stormwater Pollution Prevention Plan (SWPPP-1 acre or greater of ground disturbance)
5.12.2.4. Fugitive Dust Control Permit (FDCP-3/4 acre of ground disturbance)
5.12.2.5. Dig Permit/Utility Outage Request AF-103
5.12.3. All permits shall be approved before any on site work can start.
5.12.4. Other permits may be required on this project, pay particular attention to the requirements specified in the AF 813 Environmental Impact Requirements for this project, which detail regulations (20.11.20 New Mexico Administrative Code (NMAC)) which may result in a notice of violation and financial penalty.
5.12.5. If changes are made to the project or new laws/policies are enacted, there may be additional permits required for construction. Prior to work starting, verify that all current permit requirements are being met.
5.13. Photo Documentation – During construction, prepare digital photo documentation of weekly field activities and progress in conjunction with the Government inspector.
Digital photos shall be submitted using a minimum five (5) mega pixel photograph in JPEG format. Provide an index for each set of photographs submitted, identifying the project number, the D/B Team, and a brief description. Photography of any kind shall be coordinated through the CO, PM, and CE. The PM shall coordinate with facility Point of Contact (POC).
5.14. Accident Prevention Plan (APP) and Checklist - provide an Accident Prevention Plan (APP) and checklist in accordance with EM 385-1-1 for review and approval by the PM and CO.
5.15. Site Protection, Cleanup, Repair or Replace, and Differing Site Conditions
5.15.1. Ensure that all adjacent property, buildings, and contents are protected from dust, dirt, runoff, debris, and other damages resulting from project activities.
Provide plastic sheeting, covering of ventilation, and the use of sticky mats to minimize the transfer of construction dust and debris to the occupied areas of the building during construction. Ensure that all trash and debris shall be disposed of daily.
5.15.2. Blockages or obstructions of any road, path, or building egress shall be coordinated with the CO.
5.15.3. No food shall be prepared on the facility premises. D/B Team shall coordinate with the user to designate a location outside of the work area where breaks will be taken.
5.15.4. Replace or Repair: Replace or repair to match original existing conditions, all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed to perform the work. Inform the CO, PM, and CE in sufficient time to permit scheduling inspection of all work prior to being enclosed.
5.15.5. Ensure that all unfinished work is secured and protected from weather at the end of each workday and be responsible for any material and equipment loss incurred due to inadequate weather or security protection for the duration…
