About this file

This is an Invitation to Bid (ITB 203-26 MRH) document issued by the City of Amarillo, Texas, for annual airport window cleaning services at Rick Husband Amarillo International Airport. The City is soliciting bids for comprehensive window washing services as detailed in the accompanying Scope of Work (Attachment A) and Bid Pricing schedule (Attachment B). A non-mandatory pre-proposal conference is scheduled for September 30th, 2026, at 2:00 P.M., available both physically at the airport's Kritser Conference Room (2nd Floor, 10801 Airport Blvd., Amarillo, TX 79111) and via Microsoft Teams teleconference. Proposals must be submitted electronically through Bonfire by the bid closing date of October 15th, 2026, at 3:00 P.M., with proposals to be opened via teleconference and publicly read aloud. City Council will consider proposals on October 15th, 2026, at 623 S. Johnson St, Amarillo, Texas, with the Notice to Proceed issued 30 days following contract award. The contract is structured as an annual agreement with pricing and terms to be determined based on the bid response.

All proposers must submit a proposal bond from a reliable surety company in an amount not less than 5 percent of the total proposal amount as a guarantee to enter into the contract within ten business days of award notification; failure to include proposal security results in disqualification. The City of Amarillo is exempt from all federal excise and state taxes, and tax should not be included in bid pricing. The contract qualifies for cooperative purchasing by other governmental entities at the agreed-upon pricing. Bidders must certify compliance with Texas Government Code provisions prohibiting energy company boycotts and firearm discrimination for companies with 10 or more employees on contracts valued at $100,000 or greater. All successful bidders must provide proof of insurance in compliance with City specifications within 10 calendar days of the Notice of Award, and failure to demonstrate good faith effort results in bid abandonment and re-award to the next lowest bidder. Local preference consideration applies under Texas Local Government Code Section 271.9051, permitting the City to award to a local vendor whose bid is within 5 percent of the lowest bid if it offers the best combination of price and economic development opportunities. Vendors must file Form 1295 (Disclosure of Interested Parties) electronically with the Texas Ethics Commission and submit a printed copy with the signed contract before execution.
