Performance Work Statement
Vertical Wind Tunnel/Military Freefall/Parachute Coaching for Military Jump Saturation Training Block
1. PURPOSE/BACKGROUND:
1.1 57 RQS/2 Troop is tasked to deploy ISO AFRICOM to conduct Personnel Recovery Operations. With fixed wing alert aircraft, teams are tasked to provide jump insertion capabilities on both land/water environments in day/night conditions. Given team members varying jump/parachuting skills and the 57 RQS standing CMR guidance, a dedicated jump saturation block of training is required to bring deploying operators to an acceptable level on proficiency to execute jump operations in a combat setting with acceptable risk levels. Dwell, local airspace/basing options, and other training requirements have driven the location to Skydive Pullout Drop Zone (DZ) in Ravenna, IT, located 250 km from Aviano AB, IT. Mission analysis and current parachute capabilities have driven the primary focus of the training block on Military Freefall and Ram Air Static Line saturation jumps. Training objectives will focus on individual body flight in freefall, Static Line exit volume, team stacking under canopy, and precision landings that culminate in confidence and competence of six-man teams jumping full combat equipment profiles with minimum offset distances and landing on unmarked drop zones at night within 100m of desired impact point and within 50m of the low jumper. Training will start in Milan, IT with 1 day of Vertical Wind Tunnel (VWT) training, 1 transportation day to Ravenna, IT for 9x days of jump operations from contract air, movement to Aviano AB, IT for 2x days of jump insertion FMPs from a C-17 on land and water.
