About this file

NOFA Application Workbook Summary

This is a Notice of Funding Availability (NOFA) application workbook for the State of California designed to support affordable housing acquisition, construction, preservation, and rehabilitation projects. The workbook provides a standardized template and guidance for applicants to submit proposals for funding consideration. The document outlines the application structure, required documentation, and submission procedures for projects seeking state funding support. The workbook includes sections for project descriptions, financial projections, organizational capacity assessments, and community benefit documentation. Applicants must complete all required worksheets and submit supporting materials demonstrating project feasibility, financial viability, and alignment with state housing priorities. The application process establishes clear evaluation criteria and scoring methodologies to assess project competitiveness and compliance with program requirements.

The workbook establishes funding parameters for projects addressing California's affordable housing needs through multiple development strategies including new construction, acquisition, and rehabilitation of existing housing stock. The application materials require detailed financial analysis including development costs, operating budgets, and pro forma projections to demonstrate long-term sustainability. Applicants must demonstrate organizational experience, management capacity, and community partnerships to support successful project implementation. The funding availability prioritizes projects serving extremely low-income households, those addressing regional housing shortages, and developments incorporating supportive services or innovative design elements. The workbook serves as the primary vehicle for applicants to communicate project merit, organizational capability, and alignment with state housing policy objectives to funding administrators conducting competitive evaluation and award selection.
