About this file

This is a Sole Source Justification (SSJ) document for a simplified acquisition between $10,000 and $250,000 pursuant to FAR 13.106, including Brand Name justification. The contract action is for leasing two mobile home unit lots/pads from Lake Haven Mobile Home Park in Dunedin, FL to provide temporary housing for applicants affected by Hurricanes Helene and Milton. The contract is structured as a Fixed Firm Price contract with a three-month base period and five six-month option periods, for a total potential period of performance of 18 months beginning December 2024.

The justification cites "Only one source reasonably available" as the rationale and indicates that market research was conducted through phone calls to ten potential vendors on October 25, 2024. The contract supports FEMA's Direct Housing Assistance Program, which runs 18 months from the Presidential Disaster Declarations (9/28/2024 for Hurricane Helene and 10/11/2024 for Hurricane Milton). Funding will be provided by Disaster Relief Funds for 4828DR-FL and 4834DR-FL during Fiscal Years 2025 and 2026. The document notes that this is one of many contracts needed to supply hundreds of housing units, with services required to be as close as possible to the original disaster sites.
