About this file

This document is a Sole Source Justification (SSJ) for a simplified acquisition related to disaster relief housing. The contract is with Easler Mobile Home Services dba Hilltop Mobile Home Park in Jasper, FL, for leasing two mobile home unit lots/pads to provide temporary housing for survivors of Hurricanes Helene and Milton. The contract will have a base period of three months, with potential five six-month options, totaling an 18-month Period of Performance expected to begin in March 2025. Funding will come from Disaster Relief Funds for DR-4828FL and DR-4834FL across fiscal years 2025 and 2026.

The justification for sole source procurement is based on limited regional vendors and the critical need to house disaster survivors close to their original sites. Market research was conducted through phone calls to ten potential vendors on 10/25/2024 to determine fair and reasonable pricing. The contract is being awarded under the Stafford Act, with the housing assistance period tied to the Presidential Disaster Declarations for Hurricane Helene (9/28/2024) and Hurricane Milton (10/11/2024), subject to potential Congressional extensions.
