About this file

This document is a Sole Source Justification (SSJ) for a simplified acquisition with a total potential value of $250,000. The contract is with Travis Holder LLC dba Bronson Heights Mobile Home Park in Levy County, Florida, to lease three mobile home lots/pads for temporary housing for disaster survivors from Hurricanes Helene and Milton. The Fixed Firm Price contract will have a base period of three months, with five potential six-month options, resulting in a total Performance Period (PoP) of 18 months starting in March 2025. The funding will come from Disaster Relief Funds 4828DR-FL and 4834DR-FL for Fiscal Years 2025 and 2026.

The justification is based on "only one source reasonably available" rationale, with market research conducted by placing phone calls to ten potential vendors on 10/25/2024. The contracting team determined the contract is essential to timely support disaster survivors, noting there is a very limited pool of regional vendors who can fulfill these specific housing requirements. The contract aims to provide housing units as close as possible to survivors' original sites, with the understanding that not approving this SSJ would reduce available housing pad inventory and potentially delay housing for disaster survivors.
