About this file

This is a Sole Source Justification (SSJ) document for a simplified acquisition (between $10,000-$250,000) for the lease of four Mobile Home Unit (MHU) lots/pads from Reedville Rental in Cross City, FL. The contract is needed to provide temporary housing for applicants affected by Hurricanes Helene and Milton under FEMA's Direct Housing Assistance Program.

The Fixed Firm Price contract has a base period of three months with five six-month options, for a total performance period of 18 months beginning January 2025. The justification cites "only one source reasonably available" as the rationale, supported by market research involving calls to ten potential vendors on 10/25/2024. The contract will be funded through Disaster Relief Funds (4828DR-FL and 4834DR-FL) during fiscal years 2025 and 2026. The requirement stems from Presidential Disaster Declarations issued on 9/28/2024 for Hurricane Helene and 10/11/2024 for Hurricane Milton, with the program duration subject to potential Congressional extensions.
