About this file
This is a Sole Source Justification (SSJ) document for a simplified acquisition from BCORE Far Horizons LLC, located in Clearwater, FL, to lease three Mobile Home Unit (MHU) lots/pads for temporary housing for disaster survivors. The contract is associated with hurricane relief efforts for Hurricanes Helene and Milton, with a period of performance of 18 months starting in March 2025, funded by Disaster Relief Funds for 4828DR-FL and 4834DR-FL.
The document justifies the sole source procurement under FAR 13.106 as "only one source reasonably available" due to limited regional options for housing disaster survivors near their original sites. The contract will be a Fixed Firm Price arrangement with a base period of three months and five potential six-month options. Price reasonableness was determined through market research, including phone calls to ten potential vendors, with the average Commercial Park lot cost documented in the contract package. The procurement is critical to prevent delays in housing survivors and maintain the available pad inventory in the region.
