About this file

This Sole Source Justification (SSJ) document details a contract for leasing four Mobile Home Unit (MHU) lots/pads from Sunny Grove Mobile Home Park in Clearwater, Florida to provide temporary housing for disaster survivors of Hurricanes Helene and Milton. The Fixed Firm Price contract has a base period of three months costing $36,000, with potential five six-month options that could extend the total contract value to $216,000 over an 18-month period. The contract is funded by Disaster Relief Funds for DR-4828-FL and DR-4834-FL during fiscal years 2025 and 2026.

The justification for sole source procurement is based on limited regional housing options and the urgent need to house disaster survivors near their original sites. Market research was conducted through phone calls to ten potential vendors, which determined an average Commercial Park lot cost of $1,257 including utilities. The contract is being processed under simplified acquisition procedures pursuant to FAR 13.106, with the contracting officer (George Lee Brown Jr.) determining the price to be fair and reasonable through market research methods.
