STATEMENT OF WORK

Law Enforcement Firearms Training Facility I.

INTRODUCTION

A.

Background

Per the ICE Firearms Policy (2019)

Chapter 5: Firearms and Intermediate Use of Force Proficiency and Training B. Firearms Proficiency and Training Requirements

1. All officers who are authorized and carry an ICE-issued firearm(s) or an approved personally owned handgun(s) must maintain an acceptable level of proficiency and are required, on a quarterly basis, to demonstrate their proficiency in the use of their firearm(s).

2. Each quarter, officers must demonstrate proficiency with each ICE-issued firearm(s) and/or each approved personally owned handgun(s) that he or she carries whether on or off duty. The Responsible Official (Field Office Director) may require officers to carry and demonstrate proficiency with additional firearms to meet operational requirements or needs.

Intermediate Use of Force Proficiency and Training Requirements

3. Failure to comply with mandatory training requirement may result in the revocation of an ICE officer’s authorization to carry a firearm and any subsequent ramifications.

Additionally, Chapter 5 of the Firearms and Use of Force Handbook requires that Authorized Officers demonstrate proficiency in the use of firearms and intermediate force. The training that Authorized Officers must complete to meet the requirements of the Handbook are outlined in APPENDIX VII – USE OF FORCE TRAINING REQUIREMENTS. Authorized Officers will be provided eight (8) hours each quarter to complete the core requirements and an additional eight (8) hours each quarter to complete the enhanced requirements. All Authorized Officers are required to complete the core requirements within the timeframe established below. Authorized Officers will be provided eight (8) hours each quarter to complete the core requirements.

B.

Objective To provide a secure private facility to conduct law enforcement firearms training and shooting qualifications, remediation and practice.

C.

Scope of Work

The contractor shall provide a private secure facility when officers are conducting firearms training as scheduled within the designated days and hours needed. Scheduling must be Monday thru Friday between the hours of 7:00 A.M. – 8:00 P.M. Each training day consists of 8 consecutive hours.

D. Requirements

1. Contractor must pass a site inspection before being eligible for award. Site inspection will include a determination of safety by the ICE Firearms Instructor or designated official.

2. Business Hours. Training/Remediation/Qualification for 87 Officers shall be conducted during regular work hours, normally between the hours of 7:00 AM to 8:00 PM, on agreed training schedule days, excluding federal holidays.

(4) Advanced Tactical Training D-3: Firearms Qualifications Site Requirements:

1. The Contractor shall be located within 25-miles of the ERO Fairfax Office, 2675 Prosperity Ave, Fairfax, VA 22031.

2. The Contractor shall provide space to accommodate all firearms training. including rifle qualifications, and defensive tactics training. The facility shall offer an indoor 25-yard (24 position) pistol range, indoor 100-yard (5 position) rifle range, 300-degree training simulator, mat room with ability to conduct physical techniques/take down training, and classrooms/lecture environment with a turning target system. The Contractor shall also provide 30 annual memberships for after-hours training.

3. The Contractor shall provide parking space and entrance separate from public access for all ICE students and training officers on training days and during official business at the facility.

4. The Contractor shall provide space for CONNEX on the premises and the ability to provide secure storage area for storing paper targets, cardboard backers, props for training and safety equipment.

5. The facility shall provide the flexibility to train with all our weapons during quarterly qualifications, remediation training, tactical exercises (AFTEs), defensive tactics, intermediate force weapons, and integrated scenario-based training, as well as classroom and training room exercises.

6. Ability to conduct low light and flashlight training, accomplished through natural light reduction or have ability to dim lights extremely low.

7. The facility shall meet the standards of Occupational Safety and Health Administration (OSHA).

8. At all times, our designated space including immediate surrounding areas, must not be accessible to non-law enforcement personnel during training days/sessions.

9. Emergency Care. Range must be located within 20 miles of a trauma center – defined as a hospital equipped to handle any level of severity of trauma (gunshot) and has trauma surgeon on-site 24/7 and OR ready at all times for critically ill and injured patients.

E. Quality Control The Contractor shall develop and maintain a Quality Control Program to ensure facility meets requirements as stated in the SOW.

F. Administrative

Quarter. Within a 12-month calendar year, there are four quarters described in the scheduling plan and is as follows: First Quarter – October through December; Second Quarter – January through March; Third Quarter – April through June and Fourth Quarter – July through September.

Invoicing. Invoices shall be submitted on a monthly basis, in arrears. Invoices shall list the purchase order number and the quantity due for the month. Invoicing instruction will be provided on award document.
