About this file

This document is a solicitation (Solicitation Number W912PB26BA002) issued by the U.S. Army's 928th Contracting Battalion, Regional Contracting Office Bavaria, seeking bids for repair, installation, and replacement of ceilings, walls, and doors within buildings at the Grafenwoehr Military Community in Germany. The solicitation uses sealed bidding procedures, meaning there will be a public bid opening where all bids are read aloud, with no subsequent negotiations allowed. Bidders must submit hard copies of specific documents, including Standard Form 1442, a price schedule on a USB stick, proof of business registration in Germany, and other required forms.

The contract will be awarded to the lowest bidder whose bid conforms to the solicitation requirements and who is deemed a responsible and responsive contractor. Potential bidders are warned to carefully prepare their bids, providing all required information and certifications, and submitting their most favorable pricing. The bid opening will occur in the conference rooms at Building 542, Tower Barracks in Grafenwöhr, and bids that do not meet essential solicitation requirements will be rejected. Interested parties with questions can contact the contracting officer, Regina Rueckschloss, via telephone or email.

The U.S. Army is using the sealed bidding procedures to contract for this requirement, which means that

There will be a public bid opening in the conference rooms at Building 542, Tower Barracks, 92655 Grafenwöhr at the announced bid opening time. All bids will then be read aloud. All interested persons may attend.

There will be no discussions on the bids, and bidders will not be allowed to change their prices after the opening.

Bids that fail to conform to the essential requirements of the solicitation will be rejected as nonresponsive, which means they will not be considered for award. Bids will also be rejected if they attempt to impose conditions that limit the bidder’s contractual liability or change the terms and conditions of this solicitation.

An award will be made to the low bidder, whose bid conforms to the solicitation and who is determined by the contracting officer to be a responsible and responsive contractor.

Therefore you should be extra careful in preparing your bid; that you provide all information and certifications required in the solicitation; and that you submit your most favorable prices in your bid.

If you see any errors or deficiencies in the requirements, or have any questions regarding what is required, it is important that you contact the contracting office as soon as possible prior to the bid opening date. Once bids have been opened, the contracting officer cannot change the requirements and must either proceed to make an award or cancel the solicitation.

If you have any questions regarding the subject solicitation please contact Regina Rueckschloss, telephone: 09641-70-526-8702 or e-mail: regina.rueckschloss.ln@army.mil.
