About this file
This document is a detailed specification for a Dual Sump Pump System for the Tionesta Dam, issued by the U.S. Army Corps of Engineers Pittsburgh District. The requirement includes two vertical turbine pumps with 25 GPM capacity, capable of achieving a 160-foot Total Dynamic Head, two 5 HP three-phase motors, and a duplex control panel. The system must fit within a 6 feet by 7 feet area and accommodate a 26.5-foot deep pit with approximately 300 cubic feet of volume.
Key specifications include a stainless steel NEMA 4X control panel with features like hand/off/auto switches, run and overload indicators, and remote alarm signal capabilities. The procurement is a supply-only Request for Quote (RFQ) with a required delivery of 180 days after contract award, to be delivered to Jason Bowers at Tionesta Dam in Pennsylvania. Vendors must be registered in the System for Award Management (SAM) and submit pricing valid for 30 days. The system comes with a one-year warranty, and all transportation and potential damage costs are the vendor's responsibility.

Specification for Dual Sump Pump System for Tionesta Dam
1.0 GENERAL REQUIREMENTS. These specifications establish the requirements to furnish a new Dual Sump Pump System. The Dual Sump Pump System will include two (2) 25 GPM vertical turbine Pumps which can achieve a Total Dynamic Head of at least one hundred and sixty (160) feet and will accommodate a pit depth of twenty-six and a half (26.5) feet (the sump volume is approximately 300 ft^3), two (2) 5 HP Motors, three-phase, and a duplex control panel. The usable area for this system is six (6) feet by seven (7) feet. The entire Dual Sump Pump System must fit within this usable area.
1.1 Two (2) new Sump Pumps, two (2) 5 HP Motors, and one (1) Duplex Control Panel will be delivered to the Tionesta Dam with the following salient characteristics:
a) Pumps Furnish two (2), automatic motor driven sump pumps for 25 GPM against a static head of 123 feet and accommodate a pit depth of 26.5 feet. Components of the pump shall include the discharge head assembly, column and shaft assembly, and bowl assembly. The discharge head assembly shall be equipped with a (3) inch 125# ANSI Flange to adapt to the existing discharge piping. Column assembly shall be sized accordingly to the pit depth. The bowl assembly shall be sized to achieve the rated flow and total head.
b) Motors Each motor shall be hollow shaft, connected by a threaded coupling. The motor shall be vertically mounted, wired for three phase, 5 HP, 30 Amp, 240 VAC. Speed of the motor must be 3600rpm. Motor load shall not exceed service factor. 8 AWG wire shall be used.
c) Control Panel Provide a duplex unit with the electrical and mechanical devices necessary to provide automatic operation of the pump unit when the liquid in the sump rises to a predetermined level. Provide controls which automatically transfer the operating cycle from one pump to the other and operate both pumps simultaneously whenever the inflow to the pump exceeds the capacity of the operating pump. The controls must allow one pump to operate when the other pump is switched to off. The control panel enclosure shall be constructed UL Listed, NEMA 4X rated enclosure that is of AISI Type 304 stainless steel. Standard features shall include hand/off/auto switch for each motor, green pump run indicator for each motor, red pump overload indicator for each motor, power on indicator for each motor, adjustable overload and disconnect, and a main disconnect included in the panel. Additional features shall include an anti-condensation heater, elapsed time meter with LCD display and reset, and dry contacts for remote alarm signal.
d) Automatic Control Provide a means of adjustment such as float-rod stops to allow for variations in the start and stop level-control points. Provide AISI Type 304 or 316 corrosion-resistant steel float and rod. Four (4) wired floats may be an exception if the pit depth of 26.5 feet is too large for a tethered rod float.
e) Support Plate Duplex Pump assembly shall be fitted with a cast-iron or steel cover plate of adequate strength for mounting purposes. The support plate shall be no larger than the useable area of six (6) feet by seven (7) feet.
2.0 SUBMITTALS. The vendor is required to submit one (1) copy of the Operation and Maintenance Manual, Owner’s Manual, Installation Manual, and Spare Parts List to the delivery location.
3.0 TECHNICAL QUESTIONS. Technical questions may be directed to Zach Ostrander at telephone 412-403-6087 or Kurt Schultz at telephone 724-454-4718 during normal business hours.
4.0 WARRANTY. The new Dual Pump System will have a one (1) year Warranty.
5.0 DELIVERY. The new pumps, motors, control panels, and all other materials shall be crated, boxed, or otherwise packaged to the extent necessary to prevent damage during shipment. All costs for repair and or replacement of damaged parts during transportation and delivery is the responsibility of the vendor.
5.1 Time of Delivery. The Government requires delivery of the new pumps, motors, control panels, and all other materials within 180 days after the date of a written notice of contract award.
5.2 Place of Delivery. The pumps, motors, control panels, and all other materials supplied under this contract as specified in section 1.1 shall be delivered F.O.B. destination, transportation charges prepaid, to the following location:
Jason Bowers – Tionesta Dam 477 Spillway Road Tionesta, PA 16353-0539 Telephone 814-755-3512
