About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Commercial Products and Services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

The Coast Guard seeks to procure ten (10) electrical control panels (Part Number Z14-1040; NSN: 6110-01-724-1300) for use on 27-foot SPC-SW assets. The procurement is restricted to a single source, RECONCRAFT, LLC (located at 9891 SE Mather Road, Clackamas, OR 97015; UEI: DYTWPFDSNVB5), based on a brand name justification. The rationale for restricting competition is that these parts are manufactured by SENSATA TECHNOLOGIES, INC. (OEM) and are critical for proper asset operation. The technical data required to assess equal or alternate equipment is unavailable, and any attempt to manufacture the item without proper manufacturing drawings, specifications, tolerances, parameters, and test procedures could result in major mission degradation. The Coast Guard conducted market research and compared proposed pricing with prices found reasonable on previous purchases and similar items in related industries to ensure fair and reasonable pricing. The contracting officer signature and date fields appear incomplete on the submitted justification document, with only the technical and requirements POC signature (STEVEN A. BOLEN) dated 2026.07.13 visible.
