About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The procurement involves the purchase of ten (10) sliding doors, Part Number 300X, NSN 2040-01-623-9122, for a 32-foot Transportable Port Security Boat (TPSB). The justification type selected is "Brand Name - Items Peculiar to One Manufacturer," as the technical data required to assess equal or alternate equipment is unavailable. These parts are manufactured by Vigor Kvichak LLC (OEM), and any replacement parts must conform to this brand specification. The Coast Guard determined that alternative products cannot meet the vessel's performance, fit, form, and function requirements without access to proper manufacturing drawings, specifications, tolerances, test procedures, and other critical data. The lack of this information could result in major mission degradation. The suggested source is Pacific Marine Inspections LLC, located at 3417 NE 193rd Street, Lake Forest Park, WA 98155, UEI: UYXGG3LFYDP3. The contracting officer established fair and reasonable pricing using market research, comparison with prices found reasonable on previous purchases, and comparison with similar items in related industries. The requisition number is 2126406B30000AC012, with signatures from the Technical and Requirements POC dated June 4, 2026, and the Contracting Officer dated June 22, 2026.
