About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition under Simplified Acquisition Procedures (SAP) for FAR 13.106-1(b).
The Coast Guard is procuring pressure switches for the 5-ton and 25-ton chiller refrigeration systems aboard WMEC-210 as part of the TJ3010 Chill Water System Upgrade. These switches monitor critical parameters of the chill water system that cools vital electronics in the ship's operation spaces and crew areas. The estimated total contract value is $15,819.30. The sole source justification is based on the requirement that the switches conform to exact form, fit, and function with currently installed chillers. The suggested source is Dwyer Instruments INC., located at Indiana 212 at US 12, P.O. Box 373, Michigan City, IN 46360 (UEI: G93SAKB4CZD3). The Coast Guard determined that any deviation from these specific switches would result in additional costs for re-engineering, dual stocking, warehousing, and re-provisioning spare parts. The repair parts are supported on Allowance Parts lists 3310855151A6 (5-ton chiller) and 3310855151A7 (25-ton chiller). The technical point of contact signed the justification on 06/29/26, and the contracting officer (Amanda Marie Wood) signed on 07/13/26. No specific fair and reasonable price determination method was selected on the form.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
Failure to maintain adequate stock to support field units would lead to loss of operational capabilities. These switches are used for TCTO WMEC-210 TJ3010 Chill Water System Upgrade. The switches monitor the critical parameters of the Chill Water System which cools the vital electronics in the ship’s operation spaces, the crew’s berthing and common spaces for crew comfort. The pressure switches are used to observe the pressures of the 5 ton and 25 chiller refrigeration systems and alerts the watch to the conditions and or shuts down the compressor to prevent damage to the system. The switches conform to the exact form, fit and function with the currently installed chillers. Repair parts for these coolers are also supported on Allowance Parts list (APL) 3310855151A6 5 Ton Chiller, 3310855151A7, 25 Ton Chiller. Any deviation from these switches could cause additional cost to the government to re-engineer, dual stock, warehouse and re-provision spare parts for similar gages and switches.
