About this file
This document is a Justification for Other Than Full and Open Competition for the U.S. Coast Guard, specifically for procuring one hundred (100) Corrosion Test Probes (P/N CRE, NSN 6640-01-561-1257) for a 49' boat. The sole source justification is based on the unavailability of technical data from the Original Equipment Manufacturer (OEM), with BOATZINCS COM identified as the only vendor capable of providing the specific Corrosion Reference Electrode (CRE).
The solicitation (70Z04025Q50514B00) is for a Firm Fixed Price Purchase Order, seeking a professional-grade corrosion testing tool designed for surveying potential galvanic corrosion on boats, yachts, and docks. The procurement will be made using Best Value evaluation criteria, considering vendor capability to meet requirements and timelines, with a focus on a silver/silver-chloride reference electrode that includes a 25-foot marine-grade cable and is housed in high-impact ABS plastic. Vendors must have an active SAM.gov registration, with payments to be made NET 30 in accordance with prompt payment clauses.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The purchase of one hundred (100) each CORROSION TEST PROB, P/N CRE, NSN 6640-01-561-1257. Vessel: 49’ BUSL.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The technical data for the CORROSION TEST PROB required in making an accurate assessment for an equal or alternated equipment meeting the Coast Guard’s performance, fit, form and function requirements are unavailable. The CORROSION TEST PROB is used in surveying the potential corrosion to a given unit, the dock and marina, and surrounding units. Extreme galvanic corrosion over time occurring unknowingly, can attack the hull, components, and machinery, allowing the potential of exposure to the crew to possible hazardous conditions. Any attempt to manufacture this item without the proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, spec, tolerances/parameters, test procedures and other relevant information, could lead to major mission degradation.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Researched the Internet for vendors available to provide the CORROSION TEST PROB, P/N CRE. OEM AUTHORIZATION: BOATZINCS COM provide the CORROSION TEST PROB, P/N CRE to survey and monitor galvanic action for 49’ BUSL.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
BOATZINCS COM is the suggested source that can provide the CORROSION TEST PROBE that consist of a Corrosion Reference Electrode (CRE) with a User’s Guide written and maintained by ABYC-Certified Corrosion Experts. The Corrosion Reference Electrode is the industry's leading silver/silver-chloride (Ag/AgCl) reference electrode for performing corrosion potential surveys on boats, yachts, and docks. This unit includes additional weight for controlled submergence while attached to a 25-foot marine grade copper cable. As a diagnostic tool plugged into a digital multimeter resulting in answers to questions such as: Unit Zinc Status (depletion/ proper attachment / stray current), Bonding System and Galvanic Isolator is working, properly installed electrical equipment, and the dock and / or marina correct in corrosion potential. The Coast Guard does not have any technical information to deviate from this brand.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
This is a proprietary commercial item of the proposed contractor. The reproduction of manufacturing drawings, specifications and other technical data related to this item were never purchased by the U.S. Coast Guard and therefore are controlled by and remain the sole property of the OEM.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
COR will continue to conduct market research in the attempt to locate vendors that can satisfy the needs of the Coast Guard including a requirement for manufacturer’s engineering drawings, detailed parts lists, design or testing procedures, and other relevant information concerning this item.
