Fair and reasonable price determination was established through market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in related industries. The justification was signed by the Technical and Requirements Point of Contact on June 15, 2026, and by Contracting Officer Bryan Anthony Duffey on July 6, 2026.

The technical data for the BLADE ROTARY CUTTER required to make an accurate assessment of equal or alternate equipment meeting the Coast Guard’s performance, fit, form and function requirements for this procurement is unavailable. The BLADE
ROTARY CUTTER is in support of the currently installed parts on the 29’ RBS. Any attempt to manufacture this item without the proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, spec, tolerances/parameters, test procedures and other relevant information, could lead to major mission degradation.
