Hazardous Materials Investigation Report Summary
This is a Hazardous Materials Investigation Report prepared by TRC Environmental Consultants for the Connecticut Department of Transportation (ConnDOT) regarding the Route 72 Noise Barrier Replacement project in New Britain, Connecticut (Project No. 88-200, ConnDOT Assignment No. 524-8381). The investigation was conducted on existing noise barriers located on Route 72 eastbound and westbound between mile markers 1.44 and 1.76, extending onto Exit 2 ramps at Corbin Avenue and terminating at the bridge over Route 555. The preliminary design report indicates the existing timber noise barriers, originally installed in 1989, are approximately 1,680 feet in length on the eastbound side and 1,010 feet on the westbound side, with an Average Daily Traffic count of 34,200 vehicles per day eastbound and 32,100 westbound. The project involves complete replacement of the deteriorated noise barriers and MASH-compliant guiderails with proposed barriers to remain largely in the same location as existing structures, except for a shift away from Hamilton Street on the eastbound side to accommodate future Beeline Trail construction.
The hazardous materials investigation identified RCRA hazardous waste in the form of arsenic (ranging from 5.0 mg/L to 9.4 mg/L) in pressure-treated wood support posts of the noise barrier wall based on TCLP testing performed by Complete Environmental Testing (CET) in January and March 2025. The pressure-treated slats of the noise barrier wall were found to be non-hazardous. Lead-based paint analysis using X-Ray Fluorescence (XRF) testing detected no lead in painted surfaces on wood panels or pillars. Asbestos bulk analysis using polarized light microscopy confirmed that black foam sound padding located between wood panels and pillars does not contain asbestos. Metal guiderails and concrete barriers, approximately 38 lamp posts on Route 72 Eastbound and 4 on Route 72 Westbound (all containing LED fixtures with no regulated/hazardous materials), and other site features showed no suspect hazardous materials. The investigation confirmed no bloodborne pathogen concerns, bird/pigeon guano accumulations, or other regulated hazardous waste requiring special handling during demolition and barrier replacement operations.

Subject: On-Call Asbestos, Lead, Air Quality & Demolition Compliance Agreement No. 10.04-02 (23) HazMat Inspection – Route 72 Noise Barrier Replacement. Westbound Exit 2 and Eastbound, New Britain, CT ConnDOT Assignment No. 524-8381 ConnDOT Project No. 88-200 TRC Project No. 501871.8381.0710
Dear Mr. Coite:
TRC conducted a limited hazardous materials site investigation associated with the noise barrier replacement project along Route 72 West, Exit 2 and Route 72 East in New Britain, Connecticut.
Results from TCLP hazardous waste characterization sampling for RCRA 8 metals identified hazardous leachable levels of arsenic (>5.0 mg/L) present in the pressure treated wood support posts of the wall, and therefore, they are characterized as CTDEEP/RCRA hazardous waste. The pressure treated slats of the noise barrier wall were also sampled for TCLP RCRA 8 metals and were found to be non-hazardous. The black foam sound padding found between wood panels and pillars was sampled and does not contain asbestos. On-site XRF testing indicates no lead present in painted surfaces on the wood noise barrier panels or pillars. No suspect hazardous materials were identified associated with the metal guiderails or concrete barriers projected to be impacted by the noise barrier replacement project. Approximately 38 lamp posts were identified along Route 72 Eastbound and 4 lamp posts along Route 72 Westbound. Each of them appeared to contain LED light fixtures, which do not contain regulated/hazardous materials. No other regulated or hazardous waste, bloodborne pathogen (BBP) concerns, or bird/pigeon guano accumulations were identified near the noise barriers.
Laboratory results, XRF data, TRC Mobile Data Solutions Field Report, and related project information are attached.
If you have any questions, please contact TRC at (860) 298-9692.
Yours Truly, TRC

ND - asbestos was not detected
Note: Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. In those cases, EPA recommends, and certain states (e.g. NY) require, that negative results be confirmed by quantitative transmission electron microscopy.

Connecticut Department of Transportation PRELIMINARY DESIGN REPORT State Project No. 0088-0200 Route 72 Noise Barrier Replacement New Britain, CT
1 December 2024
1. Project Description
The proposed project involves the replacement of noise barriers on either side of Route 72 between mile markers 1.44 and 1.76. These noise barriers extend onto Exit 2 ramps at Corbin Avenue and terminate at the bridge over Route 555 in New Britain. The existing noise barrier is highly deteriorated, and the entire length will be replaced on the eastbound and westbound sides of Route

McFarland Johnson (MJ) will develop replacement noise barriers to at least the elevation of the top of existing barrier. The proposed barrier will be largely in the same location as the existing barrier, other than a shift away from Hamilton Street on the eastbound side of Route 72 to accommodate future Beeline Trail construction. Also included is the project is the replacement of guiderails in front of the noise barrier, which will be replaced with a new MASH compliant guiderail.
2. Purpose and Need
The purpose of this project is to provide adequate noise protection along a section of eastbound and westbound Route 72 between Route 555 (West Main Street Overpass) and Exit 7 in the City of New Britain. The existing timber structure is badly weathered and rotted with missing panels and beyond its useful life, hence warranting complete replacement.
3. Existing and Proposed Conditions
Route 72 is a six-lane urban principal arterial with a posted speed limit of 55 mph. The noise barrier is on both the eastbound and westbound sides of Route 72, and it extends onto Exit 2 ramps.
The Average Daily Traffic (ADT) is 34,200 vehicles per day (2022 count) in the eastbound direction and 32,100 in the westbound direction. Route 72 consists of 12’ travel lanes, 4’ inside shoulders, and outside shoulders that are mostly 8’ wide.
No changes to the existing roadway and exit ramp configurations are included in this project, and any limited roadway work will match existing conditions. Relevant design criteria are included in Table 1 in Section 4 below.
The existing noise barriers are approximately 1,680’ in length on the eastbound side of Route 72 and 1,010’ on the westbound side. These noise barriers were originally installed in 1989 and have fallen into disrepair. The wood barriers are covered in vegetation and are falling apart along the entire length. The entire length of barrier is shielded by a combination of guiderail and barrier. On the eastbound side there is 240’ of barrier near Black Rock Avenue. There is also 360’ of barrier in front of the barrier at the Exit 2 westbound off ramp which acts as a retaining wall for an embankment. This exists to elevate the noise barrier foundation above ledge found in this area.
The proposed noise barrier layout is to remain largely the same as the existing barrier. The design is to have the same length as the existing barrier and will almost entirely follow the existing alignment. The only deviation is at the end of Hamilton Street on the eastbound side. This is to
