About this file

This document is Addendum #01 for the Oakland County Circuit Courts Drug & Alcohol Testing Request for Proposal (RFP), Event #00872, issued by Oakland County Purchasing. The addendum provides a detailed supplier Q&A that clarifies key aspects of the drug and alcohol testing services procurement. Specific clarifications include acceptable collection site locations (with preference for Oakland County sites), testing methodologies, and testing protocols. The document confirms that both instant and lab testing should be available, with instant testing as the default and all samples subject to lab confirmation.

The addendum reveals that breathalyzer testing is currently conducted, with the primary alcohol test being through breathalyzer and an option for oral fluid testing. Current service providers are Averhealth (for juvenile and adult services) and RESULTS (for adult services). The document specifies that alcohol detection tests should cover up to 12 hours, with additional urine testing (EtG or EtS) available to extend the detection window to 24-80 hours. Additional technical details include acceptance of both LC-MS/MS and GC-MS/MS for confirmation testing, and a requirement that observers and collectors must be of the same gender during testing procedures.
