About this file
This is a Request for Bids (RFB) document issued by the State of Iowa for electrician services at state-owned and leased locations within Zone 3, which encompasses the Iowa School for the Deaf in Clarinda and sixteen counties in southwest Iowa (Adair, Adams, Audubon, Cass, Clarke, Decatur, Fremont, Guthrie, Harrison, Mills, Montgomery, Page, Pottawattamie, Ringgold, Shelby, Taylor, and Union). The resulting contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement under which bidders must provide labor, materials, equipment, supervision, testing, and incidentals as directed through issued task orders. Individual task orders will specify work locations, drawings if applicable, quantities, schedules, and deliverables. The RFB is designed to provide competitive information to assist the State in contractor selection, though bidders remain responsible for determining all factors necessary for comprehensive bid submission.
Bidders should note that any work constituting a "public improvement" as defined in Iowa Code section 26.2 is subject to the competitive bid threshold established in Iowa Code section 314.1B, with purchases at or below this threshold permitted under the contract. However, any project exceeding this threshold, including all new system installations or full replacements, must be awarded through a separate competitive selection process. The State does not accept design-build approaches; all design work will be completed by the Owner or a third party, with engineer plans and specifications provided as needed. Bidders must comply with applicable Iowa Code chapters 26 and 573 for all work related to public improvements.
