About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a sole-source procurement action.
The Virginia Contracting Activity at Joint Base Anacostia-Bolling seeks to procure one Kern OptiFlex 80" x 120" CO₂ laser cutting and engraving system from Kern Laser Systems via firm-fixed-price purchase order for an estimated contract value of $299,115.73. The complete system configuration includes the OptiFlex base system with HyperDual servo motion package, a 500W CO₂ laser with 3-year advance replacement warranty, S-FOCUS auto-focus lens assemblies, vacuum table with fume extraction (Purex 5000i HD), 3HP closed-loop chiller, UL-certified electrical panel (208–240V, 3-phase), K Vision camera package with metal-cutting capability, 80" chuck rotary package, KCAM/KCAM7 control software, CorelDRAW Graphics Suite 2025, and advanced safety features including gantry bumpers and light curtain.
The justification identifies the Kern OptiFlex as the sole available source, citing its unique specifications including an 80" x 120" working area, up to 500W laser power, ±0.001" positional accuracy, cutting speeds up to 1,000 inches per minute for engraving, material versatility for both metals and non-metals, automation options including rotary and conveyor systems, and integrated 24/7 support. The contracting officer determined that the Kern package's advanced features—larger working envelope, higher laser capability, dedicated metal cutting package, and comprehensive support—are unavailable from industry competitors, justifying the brand-name sole-source award. The procurement was approved by Turner Brittany L on August 28, 2026.

Salient product features:
The Kern OptiFlex 80" x 120 refers to a model in Kern's OptiFlex series of industrial laser cutting and engraving machines, designed for high-precision processing of materials like wood, acrylic, metals, and composites. This configuration specifies a working area of 80 inches (width) by 120 inches (length), making it suitable for large-format applications in signage, furniture prototyping, and industrial fabrication.
Core Specifications
Working Area: 80" x 120" (2,032 mm x 3,048 mm) – Accommodates oversized sheets for efficient batch processing without repositioning.
Laser Source: CO2 laser options from 100W to 500W (configurable); supports dual-head setups for simultaneous cutting and engraving.
Z-Axis Height: Up to 12" (305 mm) clearance, ideal for thicker materials like foam board or dimensional signage.
Machine Dimensions: Approximately 140" x 180" x 60" (footprint), with a robust steel frame for stability during high-speed operations.
Weight: Around 4,000–5,000 lbs. (1,800–2,270 kg), ensuring vibration-free performance.
Performance Features
Cutting Speed: Up to 1,000 inches per minute (25 m/min) for engraving; 200–500 inches per minute for cutting, depending on material and power.
Accuracy and Resolution: ±0.001" (0.025 mm) positional accuracy with stepper or servo drive systems; supports raster/vector modes for fine details down to 0.001" resolution.
Software Integration: Compatible with Kern's K3D Wizard, CorelDRAW, Adobe Illustrator, and AutoCAD; includes job queuing and material database for optimized workflows.
Exhaust and Safety: Integrated exhaust system (1,500 CFM recommended) for fume removal; Class 2 laser safety with interlocks, light curtains, and optional fire suppression.
Additional Capabilities
Material Versatility: Cuts/engraves non-metals (wood, plastic, leather, glass) and metals (with optional fiber laser add-on); hybrid CO2/fiber configurations available.
Automation Options: Rotary attachments for cylindrical objects, conveyor systems for continuous feed, and vision systems for print-and-cut alignment.
Power Requirements: 208–240V single-phase or 3-phase, 50/60 Hz; energy-efficient with up to 30% lower consumption than competitors.
Warranty and Support: Typically, 2-year parts/laser warranty; Kern's modular design allows easy upgrades.
The Kern Optiflex package provides several advanced features unavailable in alternatives from industry competitors, including a larger working envelope, higher laser capability, a dedicated metal cutting package, and 24/7 support. For these reasons, this action should be procured as a firm-fixed-price, brand-name, sole-source award to a small business.
