About this file

This is a solicitation document from the Texas Department of Transportation (TxDOT) for a state-let construction contract to reconstruct and widen a 2-lane rural highway to a 4-lane urban roadway on State Highway 5 in Collin County, Texas. The project, identified as Control 0047-04-032 and Project CM 2027(056), extends 2.56 miles from north of Collin County Outer Loop to north of Hackberry Drive and includes new sidewalks, a new shared use path, new turn lanes, traffic signals, and signal retiming. The work consists of removing existing concrete pavement and base materials, excavation and embankment, lime treatment, asphalt and concrete pavement placement, installation of concrete curbs and sidewalks, drainage structures including concrete box culverts and pipes, electrical and signal infrastructure, erosion control measures, and pavement markings. The project must be completed within 791 working days, with construction commencing no earlier than March 1, 2027, and contains a 60-day compulsory material acquisition delay. Contractors are required to submit a proposal guaranty of $100,000 and acknowledge receipt of all addenda prior to bid submission; failure to acknowledge addenda will result in the bid not being read at the public opening.

The proposal requires bidders to submit unit prices for 215 line items covering materials and labor, with payment based on estimated quantities that may be adjusted during construction. A six-day workweek is mandated, and nighttime work is permitted, with critical path method scheduling required in P6 format. Lane closure restrictions apply on State Highway 5 between 9:00 a.m. and 3:30 p.m., with assessed costs ranging from $5,000 to $20,000 per hour depending on the number of lanes closed. The project includes a daily road-user cost disincentive of $11,312 per working day for failure to meet completion deadlines. Contractors must provide evidence of satisfactory audited financial statements and experience questionnaires at least ten days prior to the letting date, secure full contract bonds, and comply with federal requirements including nondiscrimination provisions, wage rate requirements, and cargo preference act compliance. The project is federally aided and requires notarized Buy America Certification Forms for all items classified as construction materials. Holiday work restrictions are enforced during specified periods including New Year's, Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas, for which working days will not be charged and no additional compensation will be allowed.

GENERAL

The construction, operation and maintenance of the proposed project will be consistent with the state implementation plan as prepared by the Texas Commission on Environmental Quality.

The disturbed area for this project, as shown on the plans is 48.47 acres. However, the Total Disturbed Area (TDA) will establish the required authorization for storm water discharges. The TDA of this project will be determined by the sum of the disturbed area in all project locations in the contract, and all disturbed area on all Project-Specific Locations (PSL) located in the project limits and/or within 1 mile of the project limits. The department will obtain an authorization to discharge storm water from the Texas Commission on Environmental Quality (TCEQ) for the construction site as shown on the plans, according to the TDA of the project. The contractor will obtain any required authorization from the TCEQ for the discharge of storm water from any PSL for construction support activities on or off of the project row according to the TDA of the project.

When the TDA for the project exceeds 1 acre, provide a copy of the appropriate application of permit (NOI, or Construction Site Notice) to the engineer, for any PSL located in the project limits or within 1 mile of the project limits. Follow the directives and adhere to all requirements set forth in the TCEQ, Texas Pollution Discharge Elimination System, Construction General Permit (TPDES, CGP).

This project requires permits with environmental resources agencies. There is a high probability that an environmentally sensitive area could be encountered on the contractor designated Project-Specific Locations (PSL) for this project (haul roads, equipment staging areas, borrow pits, disposal sites, field offices, storage areas, parking areas, etc.). Item 7.6 “Project-Specific Locations”, provides a listing of regulatory agencies that may need to be contacted regarding this project.

Leave all right of way areas undisturbed until actual construction is to be performed in said areas.

Install traffic marking signs prior to sealcoat application and remove within three days after placement of traffic markings.
