About this file

This single source justification document outlines a planned procurement by the Department of Veterans Affairs Network Contracting Office 10 to upgrade network video recorders at two Indianapolis VA Medical Center locations. The Richard L. Roudebush VA Medical Center requires comprehensive procurement and installation of replacement Avigilon network video recorders at its Domiciliary and Cold Springs CBOC sites, including Avigilon 24TB and 96TB rack mounted standard and premium network video recorders as well as installation services at each location. The total estimated cost is $250,000. The justification cites the proprietary Avigilon equipment currently installed, existing service agreements with Central Security & Communications as the sole provider familiar with the existing configuration, and potential security and mission risks of substituting other equipment or vendors, as reasons only Central Security & Communications can fulfill this requirement.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The VA Domicillary is located in a leased property under Contract # VA251-15-L-0189 with Burns Development, Inc. Burns Development, Inc. maintains a service agreement (copy on file) with Central Security & Communications (CSC)(SB) to provide the installation, and monthly maintenance of the existing Avigilon camera systems (including Network Video Recorders – NVR), licenses, and IP addresses that are tied into the VA network. All security footage is recorded and stored on the NVRs. Security concerns are communicated directly with CSC and notifications are sent to the VA.

CSC has extensive prior experience with this equipment and configuration of the security system.

The OEM, Avigilon, is a large business with proprietary licensing, and does not sell to the public. CSC is verified as an Avigilon Elite Partner, and has successfully provided previous Avigilon cameras, security systems, maintenance, and replacement of those systems. CSC is the only manufacturer possessing the proprietary knowledge, security system access codes, and configuration needed to provide the labor, programming, and testing for the installation of the upgraded equipment at both https://www.acquisition.gov/?q=/browse/far/13

Last Updated: 02/01/22 Page 2 of 2 facilities. The Contracting Officers has determined that the circumstances of this contract action deem only one source reasonably available. (FAR 13.106-1(b)(1)(i))

If this effort was otherwise competed, substituting for any other equipment or vendor will increase risk of configuration errors, and potential risk of damaging equipment which would subsequently result in mission stoppage and possible safety concerns. The delay in award could incur greater financial loss (economically prohibitive). An “Intent to Sole Source” will be published to the GPE on SAM.gov.

4. Description of market research conducted and results or statement why it was not conducted:

Market research queries were conducted using NAICS 334310, and keywords “Video Recorder”.

VetCert query using the same NAICS found 304 business concerns. DSBS query using the same NAICS and keywords found 4 business concerns. GSA Advantage query using the manufacturer’s part numbers found 9 business concerns.

The OEM, Avigilon, is a large business and does not sell to the public. The product is listed in the NMR Class Waiver. The VA Rules of Two cannot be met. The SBA Rule of Two was satisfied.

However, only one SB has proprietary knowledge, security system access codes, and configuration required to tie the upgraded NVRs to the VA Network.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
