Petroleum Database (PD) Subscription The U.S. Geological Survey, Energy Resources Program, has a requirement to subscribe to a database with extensive worldwide coverage that contains organic geochemical data on oil and gas samples from exploratory wells and producing fields. The database must be in digital form with precise location information such that data can be plotted on maps. Access to such a database is critical to the identification and mapping of petroleum systems for the World Energy assessment project and for future National assessments. The Petroleum Database (PD) must contain oil and gas data on at least 9700 oils, 3000 natural gases and 70 source rock (from oil extract data). The database must be web accessible. This database shall be updated with new data annually.

Offers shall be Brand Name or equal to the following Brand Name Salient Characteristics

Brand Name: Geomark O.I.L.S Petroleum Database (PD) Subscription

SALIENT CHARACTERISTICS FOR PETROLEUM DATABASE (PD):

1. Sample identification information must be accessible, including well name, sample depth interval, and latitude and longitude on all oil and gas samples included in subscription to the database.

2. Analytical results for oils and gases performed by the prospective vendor, and data gleaned from industry, government, and the literature sources will be included in the file. Note: the prospective vendor must demonstrate a spacially wide range of data secured from sources not duplicated in the USGS Energy Geochemistry DataBase (https://energy.usgs.gov/GeochemistryGeophysics/GeochemistryLaboratories/GeochemistryLaboratories-GeochemistryDatabase.aspx.)

3. Continued upgrading of the database every six months, including the addition of at least 500 oil samples and at least 300 gas samples will be added to the database annually.

4. The database will be web accessible to the USGS through Geomark’s website. The USGS is allowed to view, download and subsequently manipulate the analytical data.

5. The proposed vendor will instruct the USGS users on the procedures and mechanisms of the use and functions of the database.

6. The USGS will be permitted to submit up to 30 oil samples for complete geochemical analysis per year free of charge to be provided by the vendor. The vendor will deliver the analytical results to the USGS as soon as the analytical work is completed (approximately one month). Analytical results will be held confidential for one year and then will be added to the database.

7. The USGS has unrestricted access to all of the data in the database during the period of the contract. The USGS may publish any synthesis and interpretations from the database with appropriate citations as to data source. However, the USGS will not publish raw data without express written consent of the vendor. The vendor will be reasonable and timely with an authorization response.

8. The PD database shall contain a variety of analytical results for oils, but all of the oil samples must include information and be subjected to the following analytical parameters:

* Sample identification information

* Deasphalting of oil

* Liquid Chromatography

* API Gravity

* Capillary GC of Whole Oil

* Percent Sulfur

* Stable Carbon Isotope Composition

* ppm Nickel/Vanadium

* Quantitative GC/MS of Saturates

* Percent C15+ Hydrocarbons

* Quantitative GC/MS of Aromatics

* Percent <C15 Hydrocarbons

9. In addition to the analytical parameters outlined above, additional analytical results on selected samples are to be included as follows:

* Stable Carbon Isotope Composition of oils and other fractions

* Stable Hydrogen Isotope Composition of oils

* Stable Carbon Isotope Composition of specific n-paraffins and isoprenoids

* Biomarker distributions using GC/MS/MS techniques

* C7 Isomer distributions

10. The PD shall contain a variety of analytical results for gases that have been compiled from numerous sources, which include, but not restricted to, gas industry, Federal and state government agencies, and literature. Additional gas results will be provided by the vendor. Note: the prospective vendor must demonstrate a spacially wide range of data secured from sources not duplicated in the recent release of USGS oil and gas data contained at http://energy.usgs.gov/GeochemistryGeophysics/GeochemistryLaboratories/GeochemistryLaboratories-GeochemistryDatabase.aspx. The type of gas information and results included in the database, when available, are as follows:

* Sample identification information

* Data source and analytical methods

* Gas Sample Composition based on Gas Chromatography, including methane and higher homologs, and all non-hydrocarbon gases including carbon dioxide, nitrogen, hydrogen sulfide

* Stable Carbon Isotopes of Methane, Ethane, and Propane

* Stable Hydrogen Isotope of Methane

* Gas Chromatography results normalized to 100 percent

11. The USGS will receive a discount from the vendor for the purchase of all Regional Studies or Research Projects. The discounts will vary between 15% and 30% depending on the specific study.
